Marine Corps Community Services is Hiring a BUSINESS ANALYST - BUSINESS INTELLIGENCE NF4 Near Quantico, VA

Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! Major Duties

Serves as Business Analyst – The Business Intelligence Business Analyst is responsible for collecting and discussing requirements using elicitation techniques with key stakeholders. Uses business process modelling tools e.g., UML, BPMN, user stories, etc. to model and document MCCS processes. Creates data models from requirements and System Requirements Specifications (SRS) documentation, Manages changes in the requirements. Validates and tests developed solutions, Works with Project Managers to create project documents and track project changes. Coordinates User Acceptance Testing (UAT) and applications rollout into production. Manages the Business Intelligence (BI) team tasks queue. Helps creating ad-hoc and on-demand reports using SQL, Cognos, and other tools. Supports the development of data analytics dashboards, reports, and data warehouse.

Leads the development of project scope and objectives. Consults with personnel or organization units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements. Research industry systems and technology utilized outside the organization that may be possible system solutions for the business. Analyzes and challenges user requests by finding alternative innovative solutions.

Participates in the development of project plans. Documents detailed description of user needs, program functions, and steps required to develop or modify computer systems. Creates process flow diagrams to specify current and future business processes for review by business areas and development teams. Maintains and supports changes to the functional specifications document throughout the project.

Serves as liaison to internal or external development team(s) in resolution of functional specification issues, business process flow, testing, and implementation requirements.

Leads in the preparation and facilitation of joint application development sessions. Schedules user requirements and review meetings. Prepares agenda and presentations for meetings. Documents and distributes meeting minutes. Presents screen prototypes of design to business community. Provides functional specifications document to development staff during a Technical Review. Demonstrates to users how proposed system solution will support their business needs and secures their acceptance and signoff of the functional specifications document. Communicates updates/enhancements made to the system post implementation to the business user community. Prepares status reports indicating accomplishments and next steps for the reporting period as well as identifying any project related issues. Participates in weekly meetings with project team to discuss any project related matters as well as providing business related information.

Reviews computer system capabilities, workflow, and scheduling limitations to determine if requested change is necessary and conforms to MCCS objectives. Responsible for maintaining project scope and objective by not allowing scope creep. Evaluates business user need in comparison to development effort and cost to determine appropriate course of action that minimized risk.

Develops and documents a test plan, test cases, and expected results based on the functional specifications document. Compiles test data that will execute each test case. Coordinates with the development team to execute system test in accordance with the test plan. Evaluates the testing output against the expected results documented in the test plan. Documents system flaws. Communicates necessary fixes to development team. Re-execute test scenarios to ensure desired results are met. Supports Quality Assurance team in final testing phase prior to implementation. Collaborates system testing with the user community for their evaluation and acceptance. Prioritizes system fixes/changes/installation based on severity to normal business interruptions.

Ensures that the agreed to system solution is understood by the user community and is integrated into their business procedures. Assists users in development of business process and timeline documentation. Formulates job aides to assist in the implementation of new business procedures. Coordinates the creation of user manuals with the training department. Responsible for initial training of core business users. Provides post implementation support and necessary follow-up training.

Qualifications

Bachelor’s degree in Computer Science, Information Technology or related field AND at least three years of progressive technical experience as Business Analyst, Systems Analyst, Programmer Analyst or Database Administrator in the retail, supply chain or financial industry OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above OR appropriate experience that demonstrates that the applicant has acquired the knowledge and skills and abilities equivalent to that gained above.

Key skills for the position:

  • Ability to understand and develop creative processes and system solutions.
  • Experience using MS-Visio and/or Erwin. Knowledge of UML/BPMN modeling tools. Ability to create data models from requirements.
  • Ability to create and manage project plans using Microsoft MS-Project. Ability to work with Project Managers creating project documents and tracking project changes.
  • Experience collecting requirements for definition, design, testing, and implementation of IT systems. Ability to create System Requirements Specifications (SRS) documentation.
  • Ability to utilize software to create test scripts and track systems defects. Validates and tests developed solutions.
  • Knowledge and experience using basic SQL commands. Knowledge of Data Warehouse concepts (Star/Snowflake schemas) and the ETL process.
  • Knowledge of at least one object-oriented development languages (C#.Net, Python, R), APIs, JSON/REST, and Docker. Knowledge of SOLID principles.
  • Experience with Cybersecurity requirements (STIG, IL 4 and above, and ATO process).
  • Ability to manage changes in the requirements and participate in the Change Management process.
  • Ability to manage the Business Intelligence (BI) team tasks queue.
  • Must possess excellent analytical, logic, and presentation skills. Must possess effective verbal and written communication skills.
  • Ability to use Microsoft Office 365 suite of applications.

This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquiries (ANACI/ Tier 3) background investigation to satisfy IT Level II designation. Appointment and continued employment are subject to a favorable adjudication of the security investigation.

Eligible for incremental telework as determined by MR/MF policy.
