About the Position

The purpose of this position is to accomplish a wide variety of tasks and duties related to the management of the County's Building and Zoning Plan Review Division. This division is comprised of plan review staff including some with varying qualifications from ICC-certified plans examiners to registered design professionals. In this role, you will manage, coordinate, and direct the Plans Review Division in the review of plans and materials specifications for proposed construction to ensure compliance with County building codes regulating building, electrical, plumbing, and mechanical construction codes as well as with the County zoning and related ordinances for the purposes of issuing building permits while adhering to the County's time frames.

We Require

  • Bachelor's degree in Architecture, Engineering (Civil, Mechanical, Electrical, Structural, etc.), or a related field

  • Five years of progressively responsible professional experience in plan review

  • Two years of supervisory experience

  • An equivalent combination of post-secondary education and/orjob-related experience may substitute for therequired experience on a year-for-year basis

  • Possession of, or required to obtain, within one year of hire or promotion, a certification as Building Official (CBO) by the International Code Council (ICC)

  • Must possess at least three ICC certifications in plan review and/or inspections

  • Master's degree in Architecture, Planning, or a related field

  • Current registration with the State of Arizona as a Professional Engineer or Architect

Job Contributions

  • Manage and evaluate the work of Plan Review Supervisors and support staff; effectively recommend personnel actions related to selection, disciplinary procedures, performance, leaves of absence, work schedules, and assignments; administer personnel and related policies and procedures

  • Review, develop, motivate, and mentor staff to achieve objectives and improve performance

  • Prepare and monitor the Division's operating budget which includes tracking projects sent to third-party plan review agencies

  • Provide consultation for internal and external customers in technical areas of the building code; assist staff in timely solutions to technical problems; may on occasion be required to attend meetings on-site to evaluate existing conditions

  • Provide technical and administrative support to staff in the supervision and management of building codes and standards

  • Confer with architects, engineers, contractors, and owners on the processing of projects and apply technical knowledge to resolve unusual problems

  • Organize and prioritize schedules and projects to achieve a balanced workload to meet urgent department needs

  • Participate in management meetings to discuss proposals, updates, implementations and formulate policies

  • Resolve problems with the public regarding permit application submittal, plan review, and zoning requirements

  • Establish employee performance plans and evaluate the work of subordinate personnel; participate in the selection of staff and coordinate staff training

  • Other job duties as assigned

Working Conditions

  • Must be able to move objects, i.e.,lifting floor to waist (up to 30 pounds) and pushing/pulling (up to 50 pounds) adistance of 100 feet or less

  • Position requires the ability to interact with a diverse population in written and oral formats in a typical office setting where it is possible to be seated up to 100% of the time working at a desk, on a computer, and using the telephone
