About the Position
The Intelligence and Crime Analysis Program Manager manages, plans, organizes, and directs the Intelligence and Crime Analysis Program in the Sheriff's Office. This position supervises personnel in IID and acts as a liaison with leaders of counterterrorism and intelligence units, agencies, organizations. The Program Manager develops and maintains systems for the storage and retrieval of crime data, identifies goals and develops crime and intelligence methods and guidelines, ensures appropriate budgetary support to sustain and expand the programs, and serves as a subject expert in the areas of crime and intelligence analysis used in tactical, operational, administrative, and intelligence functions.

Education
  • Bachelor's Degree in Criminal Justice, Intelligence Studies, Psychology, Sociology or a closely related field.
Experience
  • Five (5) years of professional experience in crime and/or intelligence analysis or law enforcement investigative support activities or program implementation and administration, which includes two (2) years of supervisory or management experience.
OR
Combined education and experience qualifications
  • Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.
Other requirements
  • Must possess a valid Arizona driver's license or have the ability to obtain by the time of hire.
  • Training that may be provided on-the-job: FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.
Our Preferred Candidate has
  • Master's Degree in Criminal Justice, Intelligence Studies, Psychology, Sociology or a closely related field
  • Seven (7) years of experience in management or experience in program implementation and administration including five (5) years of supervisory and/or management experience.
  • Detective certification, Certified Internal Controls Auditor (CICA) or Certified Law Enforcement Analyst Program (CLEA) certification, National Insurance Crime Bureau (NCIB) certification. Certified Mobile Device Forensics Examiner - Cellebrite Certified Logical Operator (CCLO) and Cellebrite Certified Physical Analyst (CCPA) certifications, XRY software certification, Encase certification, Penlink, ArchGIS, Track Group, i2 Analyst Notebook, OSINT, Cell Phone Mapping and Phone Data Analysis, understanding of LE databases.

Essential Job Tasks
(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)
  • Manages the overall planning and direction of the Criminal Research Analysis Unit (CRAU), and Sheriff's Intelligence, Leads, and Operations Unit (SILO).
  • Act as a liaison with Maricopa County Attorney's Office (MCAO), other law enforcement agencies and government entities to support criminal investigations crime analysis and programs.
  • Presents analysis and statistical reports and charts to managers and Office administration for planning and decision-making; compiles and records data for monthly and annual reports.
  • Develops partnerships and outreach opportunities with Office personnel, other County employees, and representatives from other law enforcement agencies.
  • Manages the collection and analysis of crime data to locate patterns and characteristics that assist in the identification, arrest, and conviction of criminals who perform repeat or series of offenses.
  • Directs and controls the administrative requirements of the CRAU and SILO, including all records to ensure compliance with county, MCSO policy, federal, state and local laws.
  • Supervises and evaluates the work and performance of assigned staff in the CRAU and SILO; participates in the selection of staff and provides/coordinates continuous training to optimize performance; manages staff performance, provides coaching or discipline, holds regular one-one dialogue, and performs employee appraisals.
  • Manages and liaises with prosecutorial agencies regarding the production of potential evidence and ensures legal protocols are followed.
  • Identifies technical problems within area of assignment that may present legal risk or issues for MCSO and Maricopa County; ensures the correct processes are developed.
  • Plans, develops, administers, and directs the goals, strategies and priorities of the unit; ensures the unit operations support the overall goals for the organization as a whole, including the support of outside agencies, and remain within established time frames, funding/budget, and objectives.
  • Oversees the research, development, and delivery of a comprehensive training program for sworn, detention, and civilian personnel within the IID and the Sheriff's Office including management and in-service training on all Law Enforcement databases and Open-source Intelligence (OSINT); identifies training needs and develops crime and/or intelligence analysis training programs to enhance overall unit effectiveness.
  • Measures and analyzes operations and recommends actions to improve results and objectives; demonstrates continuous effort to enhance operations, streamline work processes, improve turnaround times, and provide quality seamless customer service.
  • Serves as active liaison between MCSO and other agencies, vendors, and contractors regarding the management of division programs and associated grants.
  • Acts as liaison between MCSO and other agencies, vendors, and contractors regarding all analytical hardware and software used by IID.
  • Monitors and remains current on any legislative changes that affect the operations of the Unit and trains personnel accordingly.
  • Initiates, oversees, and manages special projects with the Unit.
  • Directs CRAU and/or SILO staff and supervisors in their investigative support and analysis while on task force or multi-agency investigations; provides functional supervision for liaison activities with counter terrorism related support and intelligence.
  • Directs and supports complex, specialized, and advanced statistical or investigative analysis for specialized projects using a variety of research methods and techniques to identify and analyze raw information.
  • Provides work direction to SILO and CRAU units, criminal intelligence analysts, or teams of analysts for special events and projects on behalf of the Sheriff's Office and ACTIC (Arizona County Terrorism Information Center) operations and objectives.
  • Reviews information to identify sources of financing, including grants; prepares grant proposals; monitors the expenditure of grants and other program funds; reviews and approves the components of all externally funded programs and researches and identifies funding sources.
  • Coordinates with external crime and intelligence units, agencies, and organizations to gain situational awareness of all threats, criminal activities, and trends throughout Maricopa County to establish and recalibrate the goals, objectives, and workflow for the collection, analysis, storage, and dissemination of crime information and intelligence.
