Job Summary

Information Technology Services (ITS) at the MCCCD is looking for a Senior Information Security Officer to join the Information Security Center of Excellence. Under the leadership of the Chief Information Security Officer, this position will have a hands-on role in planning, coordinating, and delivering enterprise security tools throughout the district. Additionally, the Senior Officer will be a critical driver of districtwide system security through the implementation of strategic information technologies and integrated systems, investigatory and response to audit-related inquiries, policy review, and assisting with hardening MCCCD systems. This role will partner with college leadership and front-line staff to develop and maintain best practices that ensure standards and operational specifications are executed in accordance with applicable InfoSec directives.

MCCCD and the League for Innovation in the Community College awarded ITS the Innovation of the Year for its development of the Academic and Student Success Integrated Technology (ASSIST) platform. This technology enables MCCCD to affordably deliver high-quality, timely, accessible, and informed service to all students.
Essential Functions

40% - Ensures security solutions are configured, implemented, and meet operational standards and best practices while mitigating risks and issues throughout the District; works with internal resources and key vendor personnel to execute the shared security model; coordinates with internal stakeholders to identify assets, vulnerabilities, and preventions
20% - Composes, reviews, and finalizes original comprehensive and complex reports and documents; conducts security audits and recommends solutions to mitigate risks; manages large-scale and/or complex projects, programs, or studies having significant impact and effect; makes independent decisions and exercises judgment about operational program components; provides training, guidance, and/or orientation to staff
15% - Contributes to strategic decision-making and assumes a leadership role in planning and developing procedures and standards related to technology, systems, networks, or security, including reviewing and evaluating designs for compliance with applicable security standards; analyzes, develops, and refines implementation of security software and hardware technologies
15% - Researches and maintains industry standards, trends, best practices, and emerging technologies and makes appropriate and necessary recommendations; monitors applicable legislation, laws, rules, and regulations related to security initiatives and provides related consultation and technical assistance;
10% - Participates in rotational on-call, after-hours and holidays alert notifications; performs other duties as assigned
Minimum Qualifications

Bachelor's Degree in any field and four (4) years of full time equivalent technical experience planning and overseeing information technology initiatives such as data security, systems development or network design and related technologies such as intrusion detection systems, vulnerability scanning systems, authentication systems, operating systems and security tools.

Associate's Degree in any field and six (6) years of full time equivalent technical experience planning and overseeing information technology initiatives such as data security, systems development or network design and related technologies such as intrusion detection systems, vulnerability scanning systems, authentication systems, operating systems and security tools.
Or
High School Diploma/GED and eight (8) years of full time equivalent technical experience planning and overseeing information technology initiatives such as data security, systems development or network design and related technologies such as intrusion detection systems, vulnerability scanning systems, authentication systems, operating systems and security tools.
Desired Qualifications

A. Possess active, related IT/Cyber certifications such as CISSP, CISA, CHFI
B. Experience providing Governance, Risk, and Compliance (GRC) guidance and oversight to an organization; preferably using an enterprise platform such as Service Now, Archer GRC, Logicgate
C. Post-secondary degree in Cybersecurity or Information Technology
D. Experience leading vulnerability management efforts such as scanning, remediation/mitigation strategies, identity management, vulnerability patching resolution
E. Knowledge and application of compliance and regulatory frameworks such as FERPA, GLBA, NIST CSF, NIST 800-171
F. Experience engaging customers in conducting internal risk assessments
G. Experience leading efforts to prioritize risk registry items and closing vulnerability gaps
H. Experience in an Internal and External Audit process; preferably in higher ed
