Job Summary

The Chief Information Officer (CIO) reports directly to the Chief Operating Officer, is a member of the Chancellor's Executive Council, and is the most senior executive officer responsible for providing leadership and direction to the units of the Information Technology Services (ITS) division. The CIO is responsible for system-wide planning, budgeting, security, and coordination and integration of the information technology systems and resources that support MCCCD's business, academic, and student goals.
The CIO is responsible for the framework that supports the academic and administrative mission of Maricopa County Community College District (MCCCD) and provides overall leadership for the direction, administration and management of district-wide objectives, driving the strategic direction, advancement and optimization of MCCCD's information technology division. MCCCD's Chief Information Officer is responsible for all District IT functions, including planning, budgeting, acquisition, allocation of computer services, security, communication services and development; controlling the collection, availability and delivery of vital information technology across all District entities to support the needs of the District, its Colleges and ultimately student success. Working in a collaborative environment, this role will demonstrate a commitment to diversity, integrity and excellent customer service.
The Information Technology Division provides reliable, accessible, and secure enterprise systems and infrastructure to partner with business units and colleges for project management prioritizing, strategic planning, industry standard administrative systems, networking, and telephony.
Essential Functions

25% - Contributes to the achievement of the overall goals and objectives of MCCCD; provides strategic direction related to the information technology integration and infrastructure across MCCCD; monitors the allocation of resources in the most cost effective manner while maintaining quality and service; communicates and demonstrates return on investment (ROI) on all capital information technology infrastructure expenditures; manages departmental budget and capital investment s proposals; proactively and strategically manages risks and contains costs related to information technology systems operations; stays current on information and technology issues affecting functional areas and makes recommendations to promote innovation and ensure compliance; manages resource strategies and large contract vendor relationships; and is responsible and accountable for all information technology assets and software licenses.
25% - Provides vision, planning, and coordination of all information technology initiatives; ensures continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance; leads software design, development and maintenance, and the introduction of new technologies; contributes to continuous improvements in client service experiences and management of critical projects and programs; identifies, innovates, and presents information technology opportunities that improve operations, reduce costs and increase efficiency; supervises the development of policies, procedures, priorities, and technical standards related to information technology, including information technology security; oversees the assessment, preparation, and delivery of information training technology to MCCCD staff; and manages a comprehensive team of information technology experts.
25% - Leads day-to-day system IT operations including providing technical leadership for Learning Management systems, Student Information System, financial systems, human resources, procurement, project management, enterprise portals, enterprise data warehousing, business intelligence, CRM, publishing, distribution, and software development which includes various applications, infrastructure, IT project management and web technologies, help desk and network technologies.
25% - Works with the Chief Operating Officer and senior executive team to develop, implement and report to the board on strategic initiatives, outcomes and measurements related to information technology; performs other related duties and special projects as assigned.
Minimum Qualifications

Master's Degree from a regionally accredited institution in education, business,finance, computer science, management information systems, or related Discipline;
8 years' experience with a minimum of five (5) years of progressively responsible, technical leadership experience and demonstrated professional achievement in Information Technology with a commitment to academic excellence, collaboration, shared governance, efficiency and effectiveness, and three (3) years of supervisory experience. Management/ leadership experience includes: Program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance.
Desired Qualifications
  1. A Doctorate Degree from a regionally accredited college or university.
  2. Information technology system and enterprise experience in a large, complex, multi-facility organization, preferably in an educational environment.
  3. Experience leading and implementing information technology transformation and leading a comprehensive governance process with excellent judgment and decision-making skills.
  4. Strategic thinker with a track record of establishing, articulating and implementing a vision for the organization; the ability to engage and assess college needs and integrate and align strategy, people and activities across functions, processes and teams
  5. Track record of effectiveness in a fast paced environment; able to deal with multiple, changing environments.
  6. Demonstrated experience managing budgets and allocating resources to achieve strategic objectives.
  7. Effective high-level problem resolution experience.
  8. Articulate in written and verbal formats.

  • Possession of a valid State of Arizona Class D driver's license is required; must meet minimum standards regarding driving:

  • May require prolonged periods of viewing a computer screen
