The RCOH CAPS Coordinator / SFWP Manager will be co-located with the SUPSHIP-NN RCOH project team. The individual will maintain working relationships with the SUPSHIP-NN Project Team members and support organizations, the RCOH Program Office (PMS312D), NAVSEA 05 Carrier Engineering Team (CET), Carrier Planning Activity (CPA), Newport News Shipbuilding, COMNAVAIRFOR N43 Staff, government and non-government inspection agencies and Ship's Force. This position will be located in Newport News, VA.

Duties and Responsibilities:

  • Create, maintain, and update milestones marking progress of the RCOH SFWP Availability Work Package (AWP) integration with the total ship's RCOH AWP and Integrated Master Schedule (IMS). Required to collect, merge, research, update, integrate and migrate data from NAVSEA databases using various software and applications packages.
  • Supervises the user requirements for the SFWP software programs. Coordinates training, monitors and assesses the performance of users of RCOH SFWP programs. Makes recommended enhancements to the RCOH SFWP or other related programs.
  • Develop the RCOH CAPS Plan, which encompasses non-nuclear tests and inspections required for developing the RCOH work package. The CAPS Plan will include a schedule of tests and inspections to be accomplished
  • Provide budget recommendations to accomplish RCOH CAPS inspections, to the SUPSHIPNN RCOH Project Supervisor and their staff.
  • Monitor the execution of the CAPS Plan by the various entities tasked to accomplish tests and inspections. Ensure discrepancies are successfully incorporated into the RCOH planning process, via the ship's CSMP as authorized by the type commander.
  • Provide guidance to the Ship's Force organization, identifying procedures and responsibilities for the timely identification, screening, and processing of work to be accomplished by Ship's Force.
  • Supervise the SF Support Team in the development of the SFWP and associated Metrics throughout planning and execution.
  • Coordinate and schedule the initial and periodic ship visits by the SFWP Team (CNAF representative, SUPSHIP RCOH Maintenance Planning Manager (MPM) & Work Integration Manager (WIM), and SF Support Team) to conduct Current Ship Maintenance Project (CSMP) reviews, provide briefings on SFWP development and AWP work screening processes.
  • Provide RCOH planning support information to Ship's Force to include, but not limited to: Key Event Schedules, directories of industrial activity contacts, list of tools and procedures for use by Ship's Force. Act as a single point of contact within SUPSHIP-NN to coordinate Ship's Force work and work integration.
  • Provide training in the use of the SFWP database program (SFIMS) to users at various levels of Ship's Force and SUPSHIP-NN.
  • Prepare and issue various reports, to include but not limited to: jobs planned for accomplishment by Ship's Force, job material status, jobs requiring further clarification, workload forecasting, etc.

Minimum Qualifications:

  • High school and 15 years of relevant experience with aircraft carrier maintenance and operations
  • Experience with shipbuilding / ship repair business analysis
  • Knowledge of MS Excel, Access and Power Point
  • Strong written and verbal communication skills

Preferred/Desired:

  • Bachelor's Degree in Business
  • Project /Program Management experience
  • Former US Navy Chief Petty Officer, Chief Warrant Officer, or Limited Duty Officer

Security Clearance:

  • Must have an active Secret Security Clearance and U.S. Citizenship

Physical Requirements:

  • The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
  • This position requires working on deck plates and use of ladders.
