JOB DESCRIPTION

TITLE: Maintenance Supervisor

DEPARTMENT: Maintenance

REPORTS TO: County Controller/Administrator

PAY GRADE: 7

SUMMARY

Under the direction of the County Controller/Administrator, directs a staff engaged in all aspects of maintenance and custodial activities for County buildings and property. Supervises all regular and seasonal employees of the department and participates in maintenance activities including electrical and plumbing repairs, grounds maintenance, snow removal, painting and related projects. Responsible for the planning and development of projects including the design and construction of repair, improvement and development projects. Prepares departmental budgets, bid specifications and oversees and monitors the work of outside contractors and construction projects.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Requirements include the following:

  • An Associate’s Degree or equivalent with vocational training in building trades, construction or related field, and five years of experience in building maintenance including some prior leader experience.
  • The County, at its discretion, may consider an alternative combination of formal education and work experience.
  • Michigan Vehicle Operator’s License
  • Ability to lead and direct the work of maintenance employees to accomplish work goals.
  • Thorough knowledge of the principles and practices of general building repair maintenance, HVAC system repairs, and the safety issues involved with building repair and maintenance.
  • Skill in managing construction projects by outside contractors.
  • Thorough knowledge of building trades including, but not limited to, carpentry, electrical, plumbing, HVAC systems, construction, masonry, and welding, and diagnosing and solving mechanical, electrical, and plumbing problems.
  • Considerable knowledge and skill in the use of a variety of power and hand tools used for the repair, installation, and maintenance of County buildings and property.
  • Skill in assembling and analyzing data and preparing comprehensive and accurate reports.
  • Skill in effectively communicating ideas and concepts orally and in writing.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, and the public.
  • Ability to assess situations, solve problems and work in emergency situations.
  • Skill in the use of office equipment and technology, including some knowledge of Microsoft Suite applications, computerized work order systems, and the ability to master building automation and HVAC software.
  • Ability to respond to emergencies or service needs on a 24-hour basis.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Directly supervises custodial and maintenance staff, which includes interviewing and making employment recommendations, training, assigning work, scheduling, reviewing and evaluating performance, and dealing with employee relations issues in the early stages.
  • Receives requests for maintenance and custodial work in County buildings. Determines appropriate action and sets priorities.
  • Prepares preliminary designs for development and improvement projects.
  • Prepares specifications for equipment and improvement projects, and, if contracted, requests and evaluates bids, follows up with bidders, and recommends selection. Responsible for monitoring contractors and projects in progress to ensure compliance to specifications and construction documents.
  • Develops and maintains a computerized preventative maintenance schedule for all mechanical equipment and systems. Schedules and performs work as necessary.
  • Ensures compliance with the budget and prepares various records such as purchase orders and equipment usage logs related to operations and performs other administrative functions.
  • Serves as a construction manager for contracted projects providing oversight and acting as the County’s liaison to engineers, contractors and other involved parties.
  • Inspects and evaluates the physical condition of property and equipment for safety concerns, repair needs and improvement projects. Responsible for ensuring a safe environment.
  • Administers, trains staff and ensures compliance with the Michigan Hazard Communications Program and any other State and/or Federal safety requirements.
  • Supervises and participates in all grounds maintenance tasks which include, but are not limited to, lawn maintenance, removing snow and ice from entrances and sidewalks, etc.
  • Ensures completion of special work orders such as moving furniture, making repairs and setting up rooms for meetings.
  • Inspects buildings to ensure proper custodial care and initiates corrective action as necessary.
  • Instructs employees on cleaning methods, safety procedures and building security. Ensures that employees receive training on chemicals involved in jobs, dealing with the cleaning of areas with blood-borne pathogens and related areas.
  • Obtains bids on contractual maintenance or contacts approved contractors, reviews necessary work and monitors performance of contractor and determines if the work is done to specifications.
  • Monitors security of buildings after-hours and ensures the security of buildings following evening meetings. Conducts mechanical and security checks on buildings on weekends and holidays.
  • As necessary, performs the work of custodial and maintenance staff. Substitutes for staff on vacation or sick leave.
  • Maintains emergency standby power, fire apparatus, and other safety equipment. Performs testing on emergency generators.
  • Performs “on-call” duties for after-hours emergencies, such as reviewing nature of emergency and either performing maintenance repair or contacting appropriate staff to resolve the problem.
  • Maintains inventory of maintenance and custodial supplies. Interviews vendors and orders parts and supplies.
  • Prepares and submits vouchers for the payment of invoices.
  • Performs carpentry, electrical, plumbing, heating and mechanical repairs or upkeep on all County buildings as training and certifications permit.
  • Reads and interprets blueprints of County buildings.
  • Monitors and makes changes as necessary to courthouse lock and fob system.
  • Oversees the County’s fire detection systems, vehicle maintenance, and all building safety and security systems.
  • Makes regular presentations on bid proposals and provides updates on various projects involving County facilities and property to the County Controller/Administrator, County Board of Commissioners and its subcommittees.
  • Keeps abreast of professional developments, new administrative techniques, and current issues through continued education and professional growth. Attends conferences, workshops and seminars as appropriate
  • Performs other duties as required.

While performing the duties of this job, the employee is frequently required to stand, sit, walk, climb, use hands and fingers, talk, hear, and view and create written documents. The employee uses hand strength to grasp tools and may climb ladders or uneven terrain. The employee is frequently required to reach with hands and arms, such as to operate and repair vibrating machinery, use wrenches, hand tools, etc., and operate motorized equipment and vehicles. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, as needed, for employees required to lift or move objects that exceed this weight.

WORKING ENVIRONMENT

While performing the duties of this job, the employee works in both indoor and outdoor conditions. The employee works near moving mechanical equipment and has exposure to solvents, degreasers and various chemical cleaning products. The noise level in the work environment is usually moderate, but can frequently be loud.
