Position Summary:

Reports to the designated supervisor. Directly supervises designated employees. Responsible for overall management of operations and program functions in compliance with Management & Training Corporation (MTC) and Texas Department of Criminal Justice (TDCJ) directives.

Essential Functions:

  • Plan, coordinate and direct the total administrative and programmatic activities.
  • Provide staff training, evaluates staff performance and implement organizational and personnel changes as approved by the warden and coordinated with the human resources manager prior to implementation.
  • Develop departmental budgets; monitor and control expenditures; review and recommend changes to budget authorizations.
  • Develop and implement new and revised policies and procedures affecting security, classification, food service, mailroom, laundry, count room, training, religious services and programs; coordinate with other departments to ensure compliance with overall facility objectives.
  • Assist in the development, implementation and revision of policies and procedures and ensure each is reviewed annually.
  • Direct procedures and practices relating to the training and counseling of Inmates and security of staff and Inmates; maintain constant vigilance of employees and Inmates through staff assignments to insure that policies, rules and regulations are being adhered to and that none are violated.
  • Provide through programs administrative staff assignments, proper number of officers and other personnel for all administrative, and security functions; oversee preparation of work and other related reports on Inmates for classifications committee and permanent record of Inmates showing progress and estimating rehabilitative prospects.
  • Oversee education and training of staff and Inmates related to policies and procedures.
  • Provide guidance and support to staff and Inmates to ensure compliance with procedures, policies and practices.
  • Review shift assignments to ensure all shifts are adequately staffed to meet facility requirements and post orders; provide oversite to address staffing shortages and post vacancies.
  • Oversee preparation of reports on Inmates for classifications committee and permanent record of Inmates showing progress and estimating rehabilitative prospects.
  • Monitor academic instruction and program components. Oversee library activities.
  • Monitor staff selection process of potential employees to ensure adherence to all applicable laws, MTC and state regulations, and select qualified applicants to fill vacancies as needed.
  • Oversee the laundry activities including cleaning, repair, replacement, and issuance to Inmates.
  • Ensure food service operates in accordance with all security and dietary expectations.
  • Monitor the Inmate grievance process and ensure compliance with recommended response time frames.
  • Provide oversight of mailroom activities.
  • Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques.
  • Maintain accountability of staff, Inmates and property; adhere to safety practices.
  • It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education and Experience Requirements:

  • Bachelor’s degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or United States Department of Education (USDE).
  • Six (6) years full-time, wage-earning adult correctional custody or adult criminal justice program administration experience, to include five (5) years in the supervision of employees.
  • Each year of experience in excess of required six (6) years of experience may be substituted for thirty (30) semester hours from an accredited college or university on a year-for-year basis.
  • At least two (2) years of required supervisory experience must be as a mid-level manager (supervisor of supervisors).
  • Valid driver’s license in the state of Texas with an acceptable driving record required, unless waived by management.

Post Hire Requirements:

  • Must successfully complete annual in-service training requirements to include physical agility testing and pass an annual background check, which must be approved by TDCJ.
