Management Sciences for Health is Hiring an Expert in Laboratory Management Consultant Near Arlington, VA

The main aim is to provide consultations during the development of a strategy for the re-equipment of laboratory network, as well as to analyze the organization and performance of TB, HIV and Hep C laboratory diagnostics at the national level and prepare an analytical note covering:

1) The analysis of successful strategies of laboratory system organization Assessment of the development and organization of the laboratory system in the country chosen as an example for Ukrainian system:

a) proving an assessment of where and how the comprehensive laboratory services for medical diagnostics of HIV/HCV/TB are organized the best from the point of view of patient accessibility and coverage, taking into account the WHO global goals for HIV/HCV/TB disease control

b) describing the best practice of comprehensive laboratory services for medical diagnostics of HIV/HCV/TB from the point of view of cost-effective use of the public finance

2) Evaluation of the development and organization of the laboratory system in the country that is an example for Ukrainian system: it`s pros, cons and issues

3) The overview of approaches and methods of forecasting the needs in the laboratory diagnostics, their pros, cons and issues

4) A critical assessment of the models for consumables sourcing for the laboratory systems used

5) An overview of efficient models of specimen logistics from the point of view of adequate timeliness for optimal patient care and accurate performance (clinical efficiency) and cost efficiency.

After providing this analytical note, expert support is expected from the onsultant should provide a s in the further stages of developing a strategy for implementing an effective model of re-equipment of the laboratory network for TB, HIV and Hep C diagnostics.

QUALIFICATIONS

REQUIRED EDUCATION:

Bachelor's or Master`s degree in Public Health Laboratory Science, Medical Management or equivalent education.

REQUIRED MINIMUM EXPERIENCE:

Preferred:

  • Experience in public health programs or related to public health system reform.
  • Experience in public health management with an emphasis on laboratory management in public health.
  • Experience in providing technical assistance in public health programs/projects, especially in laboratory management.
  • Experience of working with international healthcare institutions.
  • Experience in working with laboratory networks guided by WHO-recommended diagnostic methods.
  • International experience working with laboratory network for at least 5 years.

KNOWLEDGE AND SKILLS:

  • Excellent interpersonal skills, communication skills, technical writing, training experience, ability to identify and resolve policy and operational constraints, generate ideas and solutions.
  • Excellent written and verbal communication and presentation skills in English

Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint
