Pending City Council Approval Effective 07/01/2024New Salary Range: $90,576 - $118,181.00DEFINITIONUnder direct or general supervision, performs routine to complex combination inspections of residential, commercial and industrial building sites to enforce all applicable laws and building, construction and environmental codes and permits; performs non-structural plan checking on a variety of residential construction and modification; provides a variety of information to property owners, developers, architects, engineers and contractors; and performs related work as required.SUPERVISION RECEIVED AND EXERCISED Under the direct or general supervision by the Environmental Sustainability Director, performs routine to complex combination inspections of residential, commercial and industrial building sites to enforce all applicable laws and building, construction and environmental codes and permits; performs non-structural plan checking on a variety of residential construction and modification; provides a variety of information to property owners, developers, architects, engineers and contractors; and performs related work as required. May be required to work evenings, weekends, and holidays. The Building Inspector must have knowledge interpreting, applying, and explaining laws, regulations, codes, and departmental policies governing the construction and maintenance of buildings using tact, initiative, prudence and independent judgment within general policy and legal guidelines. Must be skilled in exercising investigations and inspections; and have the ability to work under minimal supervision.CLASS CHARACTERISTICS Performs a variety of inspections to determine building code compliance with foundations, framing, electrical, plumbing, mechanical, housing, access, life safety and other functional elements. Inspections performed are primarily for residential properties, although specific elements of commercial and industrial buildings may be included. Responsibilities also include the non-structural review of plans and specifications. This class is alternately staffed with Senior Building Inspector and incumbents may advance to the higher-level class after gaining the knowledge, skills and experience that meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.
EXAMPLE OF DUTIES
Inspects new and existing commercial, industrial and residential properties for conformance to codes, regulations, plans, specifications and standards related to foundations, framing, electrical, mechanical, plumbing, septic systems, housing, access, life safety and other functional elements.Confers with legal, fire and public works staff regarding building, fire, life safety, zoning and other code interpretations and applications.Performs non-structural plan checking for completeness, accuracy and code compliance.Reviews energy calculations to ensure compliance with State codes. Makes final inspections and issues certificates of occupancy.Investigates complaints regarding existing buildings or new construction to determine if code violations or problem conditions exist.Reviews damaged buildings for safe occupancy after fires or other occurrences.Consults with the Building Official, Deputy Building Official and City legal staff regarding legal aspects of code compliance and building matters. Writes “stop work” notices for work being done without permits or in an unsafe manner. Performs grading inspections with an emphasis on drainable systems, compaction, subdrainage, and environmental protection.Coordinates grading, Environmental Health, County Fire and Health Departments for their final releases.Attends pre-construction site meetings with engineers, architects, contractors and owners.Confers with and provides information to developers, engineers, architects, property owners, contractors and others regarding code requirements and alternatives; resolves complaints and problems.Provides customer service for all permits on the phone, at customer service counter and at the job site.Prepares a variety of correspondence, reports, correction notices procedures and other written materials. Maintains accurate records and files.Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers and the public. May assist in the development of the annual budget for the assigned function; makes recommendations for and implements procedures to more effectively perform assigned work; provides technical assistance to the Building Official.Performs other duties as assigned.
