Malheur Council on Aging and Community Services is Hiring a Dispatch Specialist Near Ontario, OR

SUPERVISOR: Transportation Manager

SCOPE OF RESPONSIBILITY: As directed by the Transportation Manager, performs public transportation, paratransit and demand response scheduling, routing and dispatching duties; operates a variety of communication equipment, including two-way radio, telephone, computer dispatching and scheduling systems; creates, maintains and monitors driver manifests/schedules; performs a wide variety of clerical, documentation and data entry duties; responds to requests for service and provides a variety of information to passengers and the general public. Provides back-up driving assistance when necessary.

ESSENTIAL FUNCTIONS

· Provide transportation dispatching and routing services to the general public; dispatch fixed-route, paratransit, demand response or extended service vehicles as appropriate.

· Create and schedule demand response rides and routes; assign rides/routes/vehicles to drivers.

· Create, maintain and monitor daily manifests/schedules for dispatching and routing transit services; modify and update schedules to improve services as needed.

· Monitor computer and two-way radio for information regarding scheduling issues and field situations; notify Transportation Manager of situations requiring attention.

· Perform a wide variety of clerical duties including answering a multi-line phone, receiving and sorting mail, data entry and typing duties; maintain accurate records, logs and files on transportation services; create monthly reports; complete monthly billing/invoicing

· Provide a variety of transportation information to passengers, the general public and other public agencies; provide quality customer services and respond to public inquiries and requests for service in a courteous manner.

· Demonstrates ongoing dedication to safety.

· Reports vehicle mechanical deficiencies to maintenance department.

· Demonstrates ongoing dedication to providing high-quality customer services at all times.

Other Duties:

· Provides back-up driving assistance as needed;

· May assist in the training of new drivers as assigned.

· Attends training sessions and various meetings as required.

· Performs other related duties as assigned by the Transportation Manager or his/her designees.

KNOWLEDGE, SKILLS AND ABILITIES

Educations and Experience:

· High School diploma or equivalent.

· Valid Oregon or Idaho State driver’s license.

· Strong customer relations, sensitivity awareness and communications skills.

· Previous transportation dispatching and scheduling experience a plus.

· Proficient in written and spoken English required. Bi-lingual (English/Spanish) a plus.

· Proficient in Microsoft Office and Gmail applications.

Ability to:

· Assist in providing safe and reliable public transportation services to the mobility impaired and the general public.

· Create and maintain a detailed schedule for providing dispatching services.

· Operate office equipment including two-way radios, computers and supporting word process, spreadsheet and database applications;

· Adapt to changing technologies and learn functionality of new equipment and systems.

· Perform a wide variety of general clerical duties

· Maintain accurate and complete records of transportation services.

· Maintain a courteous, professional approach when dealing with the public, other agencies or other employees; Work effectively with fellow employees at all levels of the agency in positive ways to improve the agency.

· Communicate effectively both orally and in writing.

· Change tasks frequently and perform multiple tasks simultaneously in a fast paced environment.

· Maintain punctual and regular attendance to provide dependable services to the public.

· Demonstrate sensitivity to passenger’s needs and limitations.

· Ability and willingness to work any shift assigned to meet the needs of the agency, including evenings, weekends, holidays and split shifts.

SPECIAL REQUIREMENTS

· Must pass a pre-employment substance abuse test as a condition of employments. This position is safety-sensitive, as defined by the Federal Transit Administration (FTA), thus it is subject to random drug and alcohol testing and is subject to all other types of substance abuse tests as described in the policy.

· Upon offer of employment, must successfully pass a physical exam and must maintain a physical condition, as monitored by periodic re-examinations, which allows completion of all assigned duties.

· Have and maintain an acceptable driving record.

· Upon offer of employment, must complete a criminal history background check. Offers of employment are contingent on the successful completion of a background investigation.

· Successfully complete the transit operations training program, which includes Malheur Council on Aging’s fixed route, demand response and paratransit operations and procedures, work hazards and safety procedures.

· Within 6 months after hire acquire the knowledge to safely operate fixed route, demand response and paratransit vehicles and vehicle equipment including wheelchair lifts and a variety of securement devices, under all conditions of weather, roadways and traffic while successfully dealing with passengers and schedule requirements in order to assist in back-up driving when needed.

· Within 6 months after hire successfully complete a Defensive Driving Course and maintain certification every 3 years.

· Within 6 months after hire successfully complete a Passenger Assistance Safety and Sensitivity Course and maintain certification every 3 years.

· Within 6 months after hire successfully complete a Red Cross approved First Aid/CPR Certification and maintain certification every 2 years.

· Within 6 months after hire successfully complete a Blood Borne Pathogen Certification and maintain certification annually.

· Upon hire, complete a Drug & Alcohol, Mandatory Reporter, HIPPA and Confidentiality, Health Care Fraud Waste and Abuse, Wheelchair Securement, Behind the Wheel Orientation to Accessible and Safety Equipment Trainings.

WORK SCHEDULE

· Fixed hours. Hours may include evening, weekend and holiday work at times to accomplish the duties of the position as determined by the immediate supervisor.

SALARY & BENEFITS

Wages and benefits are based on Malheur Council on Aging’s adopted wage and benefits. This is a non-exempt position.

PHYSICAL DEMANDS:

Environment: Standard office setting; exposure to computer screens

Physical: Essential and marginal functions may require maintaining physical condition necessary for sitting or walking for prolonged periods of time; extensive use of computer keyboard and mouse.

PHYSICAL DEMANDS OF BACK-UP DRIVING:

(Occasionally = 1%-33%; Frequently = 34%-66%; Continuously = 67%-100%)

Sitting: Continuously, up to 2 hours at a time, with few breaks.

Standing/Walking: Frequently, when assisting passengers, walking to and from vehicle, and around vehicle for inspections.

Driving: Continuously, up to 1-1/2 hours at a time, with few breaks.

Lifting/Carrying: Occasionally, up to 25 pounds; must be able to lift 50 pounds if necessary.

Bending/Squatting/Kneeling: Frequently, when inspecting vehicle and securing wheelchairs.

Pushing/Pulling/Reaching: Frequently, with maximum force of 5 pounds, while steering vehicle, opening/closing vehicle doors. Frequently, up to 350 pounds when maneuvering wheelchair passenger.

Twisting: Frequently, at waist and neck when driving and securing wheelchairs.

Overhead Reaching: Occasionally, when reaching controls and signs.

Climbing: Frequently, getting in or out of vehicle.

Handling/Grasping: Frequently, while steering vehicle.

Talking: Frequently, communicating with passengers and dispatcher.

Hearing: Continuously, listening for emergency sirens, bus malfunctions, passenger communications, and radio communications.

Fine Finger Manipulation: Occasionally, when handling change and operating radio and vehicle controls.
