Job Title: Control Room Operator
Section: Operations
Reports To: Shift Supervisor

FUNCTION
Monitors and operates Waste-to-Energy Facility equipment including: cranes, combustors, boilers, turbine generator, air pollution control equipment, residue conveyors, auxiliary equipment, auxiliary and electrical controls from the central control room in a safe and efficient manner. Upon qualification, may Step Up and fill in as Shift Supervisor for vacancies and absences.
DESCRIPTION
Duties include, but are not limited to:
1. Operates the refuse pit bridge cranes.
2. Performs the necessary actions to operate process systems in accordance with operating procedures, local, state, and federal regulatory regulations, and in accordance with the facility’s permits.
3. Assist with bringing the systems on, or off line.
4. Generates work orders as needed.
5. Assist in electrical switching.
6. Perform chemical and water analyses to meet plant specs.
7. Assist personnel to ensure plant equipment is properly and safely operated.
8. Operates the facility's rolling stock, including fork truck, skid steer, pickup truck, and roll off truck, or rental equipment as needed.
9. Assists in reviewing and commenting on plans and manuals and implements equipment procedures and safety procedures.
10. Reviews past and present operating data and trends to observe and inform others regarding changes in unit performance, identify abnormal conditions, and bring to light abnormalities.
11. Assists in suggesting adjustments to equipment or changes in operation, which would improve operation.
12. Assists in coordination of equipment’s performance testing.
13. Provides on-the-job training for personnel.
14. Ensures that the waste pit management system is implemented and maintained to: 1) avoid back-ups at truck bays, 2) required feeding of combustors as per feed rate, 3) mix refuse to ensure uniform quality throughout waste pit, and 4) separate non-processibles and over-size from waste stream and place it in the unacceptable bay.
15. Maintains a daily control room/operating log of activities.
16. Assist in ensuring plant security.
17. Familiarize oneself with the responsibility and duties of the operations Shift Supervisor.
18. Assist in maintaining plant cleanliness.
19. Perform maintenance duties on plant equipment to ensure safe and efficient operation.
20. Perform other duties as required.
REQUIREMENTS
1. Speak, read, write and understand English.
2. Possess a valid Class “C” Maine vehicle license. Operates the facility's rolling stock in a safe and efficient manner.
3. Ability to take, follow, and give oral and written instructions.
4. Must be able to frequently climb ladders; enter confined spaces; climb to and work from elevated platforms, ladders and walkways at elevations of 75 feet and more; crawl through confined areas; work from manlifts; moderate to heavy lifting required. Ability to work outdoors in adverse weather conditions; climb vertical access ladders and stairwells; work in the plant in hot conditions; must be able to wear a respirator and use other personal protective equipment and other safety equipment as required.
5. Possess a complete knowledge of power plant equipment and systems and have attained and maintained a Maine State Third Class Engineers License. Attained and maintain a Maine State Second Class Engineers License within 2 years of hire into this position. Work towards a Maine State First Class Engineers License.
6. Attain a QRO Provisional Certification within 3 months of meeting the eligibility requirements for taking the Provisional exam. (Must work towards attaining a site-specific Full QRO Certification. The employer will determine when or if the test will be scheduled. To be determined if they can do this)
7. Possess a general knowledge of first aid methods and procedures.
8. Possess required knowledge of Corporation policies and procedures.
9. Ability to effectively communicate with the public and staff. Communicate in person or by 2-way radio in a clear and expeditious manner.
10. Must be able to stay focused, respond calmly, think clearly, multitask, act efficiently and safely including communicating with plant personnel in emergency situations including while performing the vital functions of a Control Room Operator.
11. A college degree with a BS in an appropriate field of study is preferred and 3 years of experience in power generation or industrial power plant is desirable. An AS degree in an appropriate field of study can be considered and 5 years of experience in power generation or industrial power plant operation is desirable. A high school diploma can be considered with 7 years’ experience in power generation or industrial power plant operation desirable.

STEP UP AND SHIFT SUPERVISOR TRAINING REQUIRMENTS:
1. Must meet the Job Description Requirements of Shift Supervisor in order to qualify for unlimited Step Up and fill in for a Shift Supervisor who is absent, and not on-site for part, or all of their shift. (To be determined if they can do this)
2. Must meet all the Job Description Requirements of Shift Supervisor except forsite-specific Full QRO Certification in order to qualify for limited Step Up and fill in for a Shift Supervisor who is absent, and not on-site for part, or all of their shift. Limitation on Step Up and fill in for Shift Supervisor is due to, and must be consistent EPA's limited exception for having a Fully Qualified QRO on site.
3. Must have attained a State of Maine 1st Class Stationary Steam Engineers License in order to receive plant specific Shift Supervisor training.
