The City of Madison Traffic Engineering Division is looking to hire a Traffic Signal Priority Engineer! This is intermediate-level, professional traffic engineering work involving responsibility for conducting a wide range of traffic studies, monitoring and optimization, data collection activities and designing projects or components of projects. This position will specifically perform engineering work in the field of traffic control signals for Signal Priority with an emphasis on Transit Signal Priority (TSP) within the Bus Rapid Transit (BRT) system (estimated 110 TSP signalized intersections post BRT construction out of a total of nearly 400 signalized intersections owned, operated, or maintained by the City of Madison) and potential expansion into other priority systems as well as streetlighting design and other public works projects. Work on assigned projects requires the exercise of independent technical and professional judgment and is performed under the supervision of a higher-level professional engineer. This position will serve as the primary contact for the public and other agencies for questions relating to Signal Priority timings and public works projects. The work is characterized by the application of theoretical professional engineering expertise and the attainment of procedural knowledge through on-the-job training and experience.

• Design, prepare, and review traffic signal plans (signal priority and non-signal priority) for various public works and private development projects using City, State and Federal standards; prepare final drawings and procure materials.
• Design and establish City standards as they relate to traffic signals and traffic signal priority.
• Design traffic signal specifications to be included with public works projects.
• Represent agency at meetings relating to traffic signals, signal priority, and other work administered by the division. 
• Perform traffic signal timing and signal priority evaluation and operation changes to facilitate safe and efficient movement of all users.
• Perform periodical evaluation of traffic signal system effectiveness using: coordination settings, free operations, adaptive traffic signal systems, and signal priority systems as well as evaluating detection plan effectiveness and making recommendations for improvement.
• Develop working knowledge and application of operation of signal priority programming, traffic signal controllers, and traffic signal networks.
• Determine and collect data required for various types of projects, set up and oversee the planning of traffic studies and the collection of data; analyze data and make recommendations to higher level engineers based on the results of the studies. 
• Monitor daily traffic patterns and bus delays via closed circuit camera systems and the CAD/AVL system (currently Clever Devices) and adjust signal systems as necessary including through the City’s centralized signal system (currently Econolite Centracs).
• Determine traffic signal/street lighting assessment districts and special assessments, including drafting all necessary resolution language, and representing traffic engineering at the necessary public meetings.
• Make signal priority adjustments as necessary for special events or street occupancy and street use permits.

• Design, prepare, and review street lighting plans for various public works and private development projects using City, State and Federal standards; prepare final drawings and procure materials.
• Design and establish City standards as they relate to street lighting.
• Design streetlighting specifications to be included with public works projects.
• Represent agency at meetings relating to street lighting.

• Design, prepare, and review fiber optic plans using City, MUFN, State and Federal standards and prepare final drawings for various public works and private development projects. 
• Design and establish City standards as they relate to fiber optic communications.
• Design fiber optic specifications to be included with public works projects.

• Assist in the design of the City’s traffic calming programs.
• Assist in plan and specification preparation, material procurement and constructed related activities.
• Assist in performing and coordinating construction, installation, and inspection.
• Assist in design and maintenance of other electric field devices including, but not limited to: Rectangular Rapid Flashing Beacons, Pedestrian Hybrid Beacons, Driver Feedback Boards, and School Zone flashers.

• Coordinate with public and private utilities to ensure constructability of all utilities within project.
• Coordinate streetlighting, fiber optic, and traffic signal plans and provide traffic signal priority guidance with other sections within the Traffic Engineering Division as well as other City agencies and MUFN consortium. 
• Attend ongoing weekly project meetings for major projects.
• Provide information and answer contractor questions relating to street lighting. fiber optic, traffic signal, and signal priority plans and specifications during public works projects.
• Provide estimates and quantities for public works and private projects.
• Perform other duties as assigned.

• Three (3) years of professional traffic engineering experience in the design and construction of public works projects.

• Bachelor's degree or higher in traffic, civil, transportation engineering, or a closely related field.
