General Description:
Macalogic is seeking a Proposal Manager who will be responsible for managing the full solicitation response cycle, acts as the central point of contract on all proposals, supporting business development and strategic company pursuits, including the production of proposals and presentations. The successful candidate will manage proposals using broad knowledge of proposal best practices and procedures. In addition, the person will collaborate with content contributors and stakeholders from multiple organizations to successfully develop and deliver proposals and provide related support.
Duties and Responsibilities:
The successful candidate will perform detailed analysis of solicitation requirements; organize and coordinate proposal resources (including project management and technical team input, other proposal support, and graphics/print support); review all work products; and ensure completion of all assignments and adherence to best practices and quality control objectives. This involves scheduling, facilitating, and documenting significant proposal reviews and review results and ensuring the incorporation of changes in collaboration and coordination with all support and leadership teams. Once complete, the Proposal Manager will archive proposal content by uploading content to the appropriate internal databases as part of proposal closeout. In addition, the candidate will support content development including compiling information from research using both external and internal sources, including Internet, intranet, previous proposals, and other databases and data sources as well as working with Capture Managers and Business Development teams to weave opportunity strategies, solutions, themes, and discriminators into proposal responses. Examples of specific tasks include:
• Review and analyze solicitations and related documents.
• Create compliant outlines, requirement and compliance matrices, proposal schedules, section templates, and kick-off meeting materials.
• Support the development of standard proposal sections such as Management Plans, Past Performance citations, and Key Personnel Resumes.
• Facilitate storyboard sessions and assist in developing proposal strategies and technical solutions.
• Collaborate with proposal teams to develop and integrate win themes, ghosting approaches, value and discriminators, key success factors, and proposal and performance risks.
• Facilitate formal team reviews and debriefs.
• Conduct regular proposal status meetings and manage the proposal schedules.
• Resolves issues with originating authors or team members.
• Maintain document configuration management and control.
• Ensure that solicitation format specifications have been followed and meet all proposal deadlines.
• Minimize style differences from multiple authors and contributors.
• Manage the production of draft and final text and graphics.
• Perform desktop publishing and copy editing.
• Develop and maintain corporate processes and templates for proposal activities.
• Support populating repositories of re-use materials, graphics, proof points, and lessons learned.
• Monitor proposal content to ensure compliance to RFP requirements, evaluation criteria, and technical requirements.
• Maintain, augments, and improve library of reusable proposal information, including past performance and proposal samples
• Format and organize a variety of documents
Specialized Knowledge:
• An understanding of proposal development best practices.
• Knowledge of configuration management and control practices.
• Proficient at using Microsoft products (Word, Excel, PowerPoint)
Education:
Bachelor’s Degree or equivalent years of direct business development and proposal creation.
Professional Certifications:
Not required. However, formal experience with the Shipley Method or equivalent a plus. 
Clearance:
Either currently hold or ability to acquire a U.S. Security Clearance a plus.
Experience:
3 years of government proposal development experience. 
Citizenship Requirements:
Must be a U.S. Citizen
