Lynker Corporation is Hiring a Program Analyst - Federal Travel Coordinator and Financial Support Near Leesburg, VA
Lynker is searching for a talented Program Analyst to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM).The Program Analyst selected will be responsible for supporting OCM's Business Operations Division. This role involves working closely with OCM staff throughout the office, and with NOS and NOAA Office staff. Primary focus areas include finance, travel, contract/acquisitions, records management, invoices and communications. Responsible for the development of reports and products for review by other technical staff, contractors, consultants, or stakeholders. Demonstrates abilityto communicate and work well within team environments, including both technical and non- technical teammembers. Ability and interest in researching new technologies for incorporation into work flow. Works withmanagement to define and implement enterprise solutions for data. Knowledge of pertinent laws, regulations,and policies which affect programs and related support areas. Knowledge and skill in applying analytical and evaluative methods and techniques. The position works with the Business Operations Financial Services team which is responsible for all financial functions for the organization. Core responsibilities of the Program Analyst will include, but are not limited to, the list below:
Financial Support:
Verify and track financial data in the various data bases and spreadsheets.
Assist with other financial related duties such as researching Undelivered Orders (UDO) for the annual UDO data call and Certification of Obligation data call,
Receive and process accounts payable invoices via various sources.
Maintain a Business Operations Division tracking spreadsheet on data calls received from NOS.
Controlled Correspondence
Serve as back-up support for controlled correspondence and Executive Correspondence System
(ECS).
Federal Travel Coordination:
Provide professional, courteous, timely and expert travel services including, but not limited to,
domestic, foreign, invitational, evacuation, gift and bequest and conferences for the Office of Coastal Management.
Serve as subject matter expert keeping up with the latest federal travel regulations, DOC, NOAA,
and NOS regulations.
Coordinate/support conference package process for OCM federal and invitational travelers.
Preferred Skills
Knowledge or background in Federal Travel regulations, FTR; E2 Federal travel system; Business
Applications systems or Client, Excel and Smartsheets. The Program Analyst Selected Should Have The Following Qualifications
? A Bachelor's Degree or higher d egree from an accredited college o r university with two (2) years of
experience. Can substitute years of experience for educational requirement: Must have at least two
years of college plus four (4) years' experience relative to the specific position.
? Demonstrated ability to communicate and work well within team environments, including b oth
technical and non- technical team members
? Ability and interest in researching new technologies for incorporation into workflow
? Demonstrated ability to build relationships with management, colleagues, and external partners
? Strong communication and Ability to pass a National Agency Check (NACI)
The Ideal Program Analyst Will Also Have The Following
Knowledge or background in Federal Travel regulations, FTR; E2 Federal travel system; Business
Applications systems or Client, Excel and Smartsheets. Skills Needed
? Highly motivated, self-starter with the ability to work in a team environment without direct day-
to-day supervision
? Ability to write, edit and analyze information.
? Strong organizational skills.
? Possess strong written and oral communication, organizational and interpersonal skills
? Ability to prioritize multiple concurrent tasks often on short deadlines
