Lycoming-Clinton Joinder Board is Hiring a County Social Work Training Specialist Near Williamsport, PA

This is a professional technical staff position in the field of behavioral health training and development for human services employees, human services partners, and community members. This position is assigned to the System of Care (SOC) Services unit of the Lycoming-Clinton Joinder Programs. The System of Care Project Training Lead is responsible for developing, conducting, evaluating, and coordinating training and development programs for all partners in the child servicing system including but not limited to social service staff, academic faculty, children, and families. Work involves the analysis and determination of training needs, selection of appropriate resources, design of training materials and programs, conduct of training programs and the provision of advice and consultation to supervisory and administrative staff.

The System of Care Training Lead is expected to exercise initiative and independent judgment within the framework of System of Care objectives and Behavioral Health training need. This position requires travel throughout Lycoming and Clinton counties which is reimbursed at the current Joinder travel reimbursement rate. This position reports directly to the SOC Project Director.

Essential functions:

An individual must be able to successfully perform the essential functions of this position with or without a reasonable accommodation.

· Develop, conduct, evaluate, and coordinate training and development programs for all partners in the child servicing system.

· Conduct structured training programs, workshops, and presentations in the principles, practices, methods, and techniques of Behavioral Health.

· Research, evaluate, and select materials to be used in training development; creates and prepares outlines, syllabuses, training guides, visual aids, and course evaluation instruments.

Create and maintain a positive and professional learning environment for diverse audiences with diverse learning styles.

· Ensure that trainees are provided training within the context of multicultural understanding and competence.

· Analyze and determine training requirements and effectiveness.

· Promote trainings in the community and work directly with outside organizations and/or collaborate with other staff to schedule trainings.

· Respond to concerns expressed by participants in a trauma-informed manner, consulting with colleagues as needed.

· Provide advice and consultation to program administrators, SOC Project Director, and the SOC team regarding training needs, follow-up content and methods to be used in developing and maintaining quality and effective system of care.

· Create and prepare an Annual Training Plan, quarterly training and statistical reports and other studies, reports and correspondence as required.

· Collaborate and report to SOC team to increase accessibility and effectiveness of services.

· Demonstrate a commitment to the values and ethics of the Joinder’s professional code of ethics.

· Ability to work with, understand the needs, and recognize the challenges faced by at-risk populations.

· Knowledge of client-centered and evidence-based treatment plans.

· Ability to identify training needs and gaps from client assessments and provide training recommendations.

· Perform related work as required.

Core Competencies

The Following core competencies are necessary to perform one or more of the essential functions.

· Knowledge of Lycoming and Clinton school district organization and operations preferred.

· Knowledge of behavioral health, mental illness & behavioral disorders (familiarity with mental/behavioral health resources in Lycoming and Clinton Counties preferred).

· Knowledge of the principles, practices, and techniques of behavioral health, social programs, and services policies and procedures.

· Knowledge of the principles, practices, and techniques of training design, including curriculum assessment and development.

· Knowledge of current literature, techniques and trends in the field behavioral health and training design.

· Ability to select or adapt materials to meet training needs.

· Ability to conduct and evaluate training courses.

· Ability to instruct and lead group discussions.

· Ability to prepare lesson plans, audio-visual aids, and other instructional material.

· Ability to establish and maintain effective working relationships.

· Ability to establish and maintain an effective training atmosphere, obtain cooperation, and promote enthusiasm among training participants.

· Ability to express ideas, both orally and in writing.

· Demonstrated ability to provide effective, engaging presentations to diverse audiences of learners.

· Excellent interpersonal skills; ability to represent the counties in a positive and professional manner.

· Bilingual in Spanish preferred but not required.

· Certification as a Mental Health First Aid and/or Youth Mental Health First Aid facilitator preferred but not required.

· Ability to work with minimum oversight and utilize sound judgment; able to work independently and possesses organization/time management and prioritization skills.

· This position will require travel throughout Lycoming and Clinton counties. Travel is reimbursed at the current Joinder travel reimbursement rate. The amount of travel is estimated at no more than 10% of scheduled work time.

This is a Civil Service position subject to Civil Service Rules
