Reporting to the Deputy Director for Resettlement and Integration, the Program Officer for Preferred Communities - Afghan Services will review and analyze program policies and inquiries, monitor affiliate programs and progress in compliance with the Office of Refugee Resettlement's (ORR) and LIRS standards to ensure provision of timely and quality services to refugees and migrants. This work will be carried out through site visits, training and technical assistance, and programmatic support. They will provide and coordinate with LIRS sites to promote self-sufficiency and community integration with focuses on program leadership and management, affiliate relationships, social engagement practices, and knowledge management.

This temporary position will be full-time through September 29, 2023.

DUTIES

  • Monitor and evaluate the ORR's Preferred Communities Afghanistan Supplemental Appropriations Act (ASA PC) funding, analyze progress and capacity, and determine trends through day-to-day technical assistance on compliance issues as presented by the affiliates' staff, partners, service providers, and stakeholders as required by ORR and LIRS guidelines.
  • Work closely with team members to compile semi-annual data reports to ORR.
  • Manage the dissemination and reimbursement of funds to the LIRS network.
  • Provide ongoing training and technical assistance for the affiliate network to include the development of resource materials.
  • Coordinate monthly LIRS program meetings to assess data for trends in client outcomes and to facilitate data-informed decision making.
  • Gather overall understanding and assessment of the resettlement environment as well as identify trends, areas of strength, best practices, to share in monthly LIRS program meetings.
  • Work collaboratively with Integration team subunits, departments within LIRS and Technical Assistance partners to lead and share resources and best practices.
  • Execute other duties as assigned by supervisor.

QUALIFICATIONS

  • Undergraduate degree and/or at least three (3) years of experience in non-profits, immigration and/or social service programs pr equivalent combination of education and experience.
  • Experience working with refugees, immigrants, or limited English speakers. Experience with Afghans is highly desirable.
  • Experience in interpreting contract compliance, developing and delivering training and providing technical assistance to service providers and staff.
  • Experience in facilitating the use of data to identify program trends and solutions to improve both technical assistance to affiliates, and client outcomes for refugees and migrants.
  • Strong writing skills, with ability to write and edit reports and clearly interpret technical requirements.
  • Outstanding organizational skills and ability to manage multiple projects simultaneously with attention to details.
  • Ability to establish effective relationships with colleagues and partners.
  • Proficiency in Microsoft Office applications, knowledge in database management and other computer applications.
  • Deep commitment to LIRS's core values and ability to model those values in relationships with colleagues and partners.
  • Ability and willingness to travel 10% of time.
