Lutheran Immigration Refugee Service is Hiring a Program Officer for Matching Grant Near Baltimore, MD

If you are passionate about transforming communities with a mission-driven organization, then we have the opportunity for you!

For 80 years, the Lutheran Immigration and Refugee Service (LIRS) has offered welcome and hope to more than half a million refugees. Since 1939, LIRS has transformed lives, with the support and hard work of people like you, to welcome the most vulnerable to the United States - from sea to shining sea.

LIRS is a national organization with a budget of over $88 million per year, and over 100 staff nationwide. Widely recognized for our expertise in implementing federal programs on behalf of refugees and migrants in the United States, LIRS resettles refugees, reunites children with their families or provides loving homes for them, conducts policy advocacy, and advances the protection and rights of vulnerable migrants.

Headquartered in the beautiful Inner Harbor of downtown Baltimore we provide services nationwide through a network of staff and affiliates. As we continue to grow, we search for the best candidates and offer excellent benefits including flexible work hours, medical, dental, vision, life and disability insurance, professional development funds, parental leave, a 403(b) with organizational match, and more!

Reporting to the Senior Program Officer for Matching Grant (MG), the Program Officer for Matching Grant will assist LIRS's Matching Grant program, which is funded by the Office of Refugee Resettlement (ORR). The position will help LIRS's network partners prepare to be monitored by ORR; sustain the establishment of new programs; travel for monitoring and training of LIRS's Matching Grant programs; and provide other aspects of programmatic assistance. This position can be remote with occasional trips to Baltimore as needed.
DUTIES

  • Work closely with the MG team to provide program support through regular contact with affiliate staff who implement the Matching Grant program locally.

  • Deliver ongoing program support and technical assistance to affiliates, related to issues of service delivery, documentation, and/or reporting.
  • Monitor and evaluate the MG program, analyze progress and capacity, and determine resettlement trends through day-to-day technical assistance on compliance issues as presented by the affiliates' staff, Refugee Agencies (RA), partners, service providers, and stakeholders as required by ORR and LIRS guidelines.
  • Support coordination of affiliate site monitoring and ORR monitoring visits that involve meeting with various stakeholders; reviewing program files; interviewing affiliate staff, refugee families, and community leaders; and reviewing programmatic reports, proposals, financial reports, and statistical information.
  • Write detailed site visit reports, including recommendations and action plans related to issues of service delivery, documentation, and/or reporting.
  • Effectively communicate with federal funders, network staff, CEOs, and state officials.
  • Assist in the development of program proposals and contract management documents.
  • Respond to service inquiries that come directly from affiliates' clients and those that are channeled through ORR.
  • Work collaboratively alongside Integration team members and other LIRS departments, as assigned by the supervisor.

QUALIFICATIONS

  • Undergraduate degree in social work, social sciences, non-profit management, or related field.
  • A minimum of three (3) years of experience in direct services to refugees, immigrants, or limited English speakers. Experience working with the Matching Grant program is also required.
  • Experience interpreting contract compliance, developing and delivering training, and providing technical assistance to service providers and staff.
  • Familiarity with IRIS is strongly preferred
  • Strong writing skills, with the ability to write and edit reports and clearly interpret technical requirements.
  • Ability to establish effective relationships with colleagues and partners.
