Summary Of ResponsibilitiesResponsible for the program execution and supervision of the Licensing Unit/Staff statewide.
REPORTING RELATIONSHIPS
Director of Child Welfare
EDUCATIONAL/EXPERIENCE REQUIREMENTS JOB SPECIFICATIONS:
Minimum of a Master's degree with a MSW preferred. Passage of Licensing 402 Rule, the Child Care Act and CERAP exams. Experience -Two to five years in Child Welfare with an in depth understanding of the licensing process of foster care. Experience working in a team environment with specific, assigned supervisory responsibilities. Must be able to travel throughout the state.
KNOWLEDGE AND ABILITY
  • This person must have a belief and a commitment to the goals of protection and permanence for children and the provision of safe and nurturing homes for those children.
  • This person is highly motivated to demonstrate the values of the Agency and to accomplish the Agency's mission and objectives.
  • This person coordinates and manages their work and the work of their staff in a consistent manner, demonstrating a wide range of methods, tools, and techniques applicable to the assigned responsibilities.
  • The person will have a technical knowledge of the licensing process and a clinical understanding of family dynamics which pertain to the responsible parenting of children.
  • This person should know the nature of human care delivery systems and the roles of the governmental and voluntary sectors.
  • Ability to consistently exhibit a level of high integrity and honesty.
  • Monitors the intake process for foster parents and foster/adoptive parents.
  • Determines case assignments for Licensing staff.
  • Provides direct supervision and training to the social work staff.
  • Provides direct social work services to clients as required.
  • Reviews all licensing complaints and allegations against foster parents and ensure follow up by licensing staff.
  • Establishes and maintains contacts with DCFS Licensing Staff.
  • Monitors the quality and quantity of licensing services provided by the workers.
  • Conducts unit meetings on a regular basis for review of licensing situations, case files, and licensing rules and procedure.
  • Completes performance evaluations for the employees in the assigned unit.
  • Keeps staff informed of the Agency's policies and procedures on a regular basis.
  • Participates actively in scheduled supervisory conferences with the Program Director/Manager.
  • Participated in the unit's hiring process, interviewing prospective staff, and makes recommendations to the Program Director/Manager and Area Director.
  • Works effectively with other Child Welfare supervisors and units to monitor Foster Parent performance, conducting Foster Parent Surveys and mandated evaluations.
  • Provides assistance and consultation to downstate supervisors and licensing staff.
  • Works with all Licensing staff and Child Welfare supervisors statewide in order to establish standards for practice and organization of files for quality assurance purposes.
  • Provides assistance to Lutherbrook licensing staff in order to facilitate licensing of foster parents.
  • Plans and facilitates with other Child Welfare supervisors the annual Foster Parent Conferences and other special events for foster parents statewide.
  • Ensures that foster parents are informed about relevant topics and issues throughout the state by means of newsletters and other communications.
  • Ensures that Foster Parent Law Implementation Plan provisions are in effect and that Plan is updated annually.
  • Plans and facilitates recruitment of foster parents and foster/adoptive parents statewide.
  • Plans orientation, training, and support groups for foster parents statewide.
  • Develops written plans for foster parent training throughout the state in collaboration with other Child Welfare management staff.
  • Participates in events which give recognition to the Foster Care and Foster/Adopt Programs of the Agency and enhance their image and understanding by staff and foster parents.
PHYSICAL AND SPECIAL DEMANDSTo perform this job successfully, an individual must be able to perform the essential duties listed in the job description satisfactorily.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to sit. The employee is occasionally required to stand; walk; use hands to finger, handle or feel objects, or controls; reach with hands and arms. Objects include a computer and keyboard, calculator, typical business machines such as a fax machine and copier. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus. The employee may work in and/or visit Agency offices throughout Illinois and must be able to transport him/herself to these sites. The employee is required to have a valid driver’s license and must be able to safely operate a motor vehicle.
The work environment characteristics include a noise level which is usually low to moderate.
