Lumbee Tribe Enterprises, LLC (LTE) is Hiring a Program Analyst V-Part Time Near STAFFORD, VA

Position TitleProgram Analyst V - Part Time Work LocationStafford, VAPosition DescriptionThe Program Analyst will support the Marine Corps Systems Command (MCSC), International Program (IP), Foreign Military Sales (FMS) Division. They shall provide non-personal services support to FMS case managers and assist with the monitoring of all aspects of FMS case execution. The Program Analyst shall develop and maintain FMS program briefings, correspondence, action item trackers, and supporting project materials such as foreign disclosure processes and request letters. This includes assisting with FMS case file management activities. They will provide analytical support in any of the following disciplines: engineering, science, business, finance, cost, or program management. Responsibilities
  • Provide non-personal general operations support services to the MCSC IP FMS Division portfolio of programs. The program analyst will assist, conduct research, and provide recommendations on all aspects of FMS case development, execution, and closure in accordance with DoD policies and regulations.
  • Prepare for, and participate in, program reviews and support meetings. Develop meeting agendas, assist with briefing charts, provide audiovisual setup, and administration. Provide meeting support, record and publish minutes and action items. Develop and provide staff with read-ahead binders, identification of potential issues, briefings, meeting minutes, and reports pre- and post- formal meetings with, or in support of, FMS programs.
  • Provide input and recommendations on the development of FMS business processes in support of U.S.C. Title 22 Financial Improvement and Audit Readiness compliance efforts. Assist in the development of the first MCSC IP FMS Standard Operating Procedures Guide through research, documentation, development, revision, and/or update of internal standard operating procedures and business process flow charts. The resulting guide will cover all aspects of the FMS process from pre-Letter of Request (LOR) analysis through FMS case closure.
  • Review requirements, provide input, perform analysis, and make recommendations supporting DSCA’s Information Technology (IT) modernization efforts, which include improvements to legacy IT systems, Management Information System for International Logistics (MISIL), and the development of a tri-Service solution. Support the financial management aspects of the Case Execution Modernization Initiative (CEMI) to replace MISIL. This includes attending all the CEMI meetings/working groups and providing recommendations and feedback to the government POCs. Provide expertise with Title 10 accounting systems used by USMC (DAI and Navy ERP), conduct research, be involved with conversations identifying and resolving system interface issues and identifying gaps.
  • Conduct in-depth technical research on specific products, systems, and solutions. Review Technical Bulletins, test reports, engineering change proposals, CDRL submissions, and technical data products to provide assessments and recommendations to project staff and facilitate processing of country-specific technical inquiries. Identify required disclosure data and provide recommendations to project staff.
  • Assess project risk elements and provide recommendations for mitigation of concerns affecting those projects.
  • Conduct pre-Letters of Request, analysis of alternatives and provide recommendations of COAs and acquisition strategies. This includes country assessments and special studies needed to analyze alternatives and provide recommendations; product specific analysis to assess the system, validate performance claims, prices, identify trade space, and other factors germane to the selection of an alternative COA.
  • Develop and monitor case-specific Plans of Actions and Milestones. Develop recommendations for the preparation of contract requirements packages to ensure that program requirements are adequately planned, evaluated, acquired, and delivered in accordance with program objectives and terms of the FMS case agreements.
Education/Certification
  • College degree in Business Management or related field and 15 to 20 years of related progressive professional work experience in program analytics.
  • Knowledge of and experience with the Marine Corps’ Advanced Amphibious Assault program with emphasis on the Assault Amphibious Vehicle.
  • Must be proficient in Microsoft Office (Word, PowerPoint, Excel, Project).
