Position Title: Proposal Manager
Reports To: CEO/Company President as may be matrixed
Work Location: Remote / Stafford VA / Pembroke NC
Lumbee Tribe Holdings, Inc., dba Lumbee Holdings, Inc. (LH), a family of tribally owned small disadvantaged businesses, 8(a) and HUBZone certified firms, is seeking a seasoned leader to serve as Proposal Manager. The Proposal Manager will be responsible for full spectrum proposal management for Lumbee Holdings, Inc. and its subsidiaries. They will participate in cross-functional teams and manage proposal teams to achieve company business goals. They will play an active role in expanding the business by recommending ways to enhance competitiveness through key partnerships and business posture. They will leverage competitive information to develop a clear path to win proposal efforts and work to identify strong teaming partners and contribute to negotiation positions with clients and partners.

The selected candidate will be detail-oriented with an ability to assess business risks by analyzing financial, statistical, and economic data. They will be persuasive, have a strong business acumen and skilled at negotiating sound business deals, as well as demonstrate excellent communication, leadership, and problem-solving skills. Candidate must have a willingness to work and excel in a dynamic environment with shifting priorities as government demands on the organization change.
· Manages proposal preparation to U.S. Federal Government RFPs, RFIs, RFQs, IDIQs, GWACs, and task orders from receipt through submission.
· Develops proposals by assembling information including project objectives/outcomes/deliverables, proposal schedule, implementation, writing assignments for internal and external resources, methods, staffing, standards of performance, and evaluation.
· Writes, revises, and edits drafts including executive summaries, conclusions, and organization credentials.
· Determines proposal concept by identifying and clarifying opportunities and needs.
· Meets proposal deadline by establishing priorities and target dates for information gathering writing, review, and approval.
· Enters and monitors tracking data for multiple proposal statuses within the company’s customer relationship management (CRM) and tracking tools.
· Coordinates requirements with contributors, contributes proposal status information to gate reviews and team reviews[TR1] , and submits proposals to the government.
· Creates and coordinates data calls with [TR2] teammates and partners.
· Tracks, reviews, summarizes, and shares solicitations/amendments with proposal team and partners.
· Gathers proposal information by identifying sources of information.
· Coordinates submissions and collections.
· Identifies and communicates risks associated with proposals.
· Obtains approvals by reviewing proposals with key providers and project managers.
· Revamps company proposal-writing processes after evaluating and re-designing steps, approach, coordination, and boilerplate documents as necessary to effectuate business success.
· Coordinates and leads strategy meetings with internals colleagues and external partners[TR3] .
· Provides timely and comprehensive updates to management on proposal submission status.
· Contributes to the creation and organization of multiple proposal management tools including the past performance library, the proposal boilerplate, and the master acronym list.
· Creates matrices/crosswalks to ensure proposal compliance.
· Bachelor’s Degree in Contracts Management, Procurement, English, Journalism, Liberal Arts et al. and/or 10 years of related experience in lieu of a degree.
· Eight or more years of experience responding to government proposals.
· APMP certification preferred.
· Ability to manage multiple efforts at one time.
· Excellent written communication, coordination, and presentation skills.
· Must be able to work independently to put together content into a compliant proposal.
· Expertise in full lifecycle proposal management and writing.
· Proficiency in the Microsoft Office Suite to include SharePoint, Teams, and other collaboration tools.
· Desktop publishing and layout skills are required.
This position may require a Secret security clearance.
Travel is anticipated to be approximately 10% within the Continental United States.
