Job Objective
General Mission Objective: This position will support a contract under the Commander, Navy Recruiting Command (CNRC). The CNRC has an ongoing requirement for professionally and technically experienced personnel to aid in the development and mentoring of Warrior Challenge applicants and candidates. Warrior Challenge ratings consist of the following communities: Naval Special Warfare (NSW) consists of SEAL (Sea, Air, Land) and SWCC (Special Warfare Combatant-craft Crewman) personnel, while Naval Special Operations (NSO) is made up of EOD (Explosive Ordnance Disposal) and Navy Diver personnel. Air Rescue (AIRR) is a stand-alone component. This support is required to augment active duty recruiting personnel through expert consultation and mentoring in these recruiting fields, enabling the Navy to effectively recruit at a level sufficient to meet increased Warrior Challenge requirements
During the initial performance period, approximately 1200 NSW, 475 NSO, and 385 AIRR candidates will enter the Navy’s Delayed Entry Program (DEP) and require mentoring, physical fitness preparation, and physical fitness testing. This, added to the existing pool of untested candidates represents a workload for mentoring, preparing and testing over 2000 program specific candidates. A candidate can be administered from three to ten or more physical screening tests, even if only in the DEP for as little as 3 months. As a result of this variable, this equates to a range of 240 to 620 or more tests per Navy Recruiting District (NRD) for the period of the contract, although there is no way to predict the workload for a particular NRD. 
Sufficient qualified mentoring personnel will be assigned to each Navy Recruiting District to administer the physical screening test (PST) to Warrior Challenge candidates with at least one (1) qualified mentor being assigned to each Navy Recruiting District.
Specific NRC Physical Fitness Program Manager Mission Objective: As part of the Navy Recruiting Orientation Unit (NORU), the Physical Fitness Program Manager, will develop, oversee and manage Navy Recruiting Command’s (NRC) enhanced fitness program for recruiting personnel attending NORU. The Physical Fitness Program Manager’s military supervisor is the Officer in Charge of NORU. The person selected for this position will have frequent contact with student Recruiters at NORU, Pensacola, Florida. S/he will provide the experienced, professional, and administrative technical support required to achieve the Navy Recruiting Command’s enhanced physical fitness program and be responsive to accomplish program goals. As such, s/he must adhere to the highest standards of conduct in his/her interface with junior Sailors and senior Navy Recruiting leaders. 
Compensation: Pay rates competitive and based on experience and skill sets. Housing costs will be provided by the client.
Length of Requirement: 1 year with potential for extension. 
Responsibilities
Specific NRC Physical Fitness Program Manager duties will include but are not limited to the following:
  • Serve as the Physical Fitness Program Manager and Subject Matter Expert (SME) in direct support to NORU and the Commander Navy Recruiting Command.
  • Maintain a working relationship with Navy Recruiting Command’s Chief of Staff and the Training (N7) Directorate due to this position’s inherent oversight by Navy Recruiting Command. 
  • Establish a working relationship, to achieve consistency and continuity, between all Navy Recruiting Command’s subordinate CFL’s (NRC, Regions, and NRD’s) to align and oversee best practices, techniques, procedures, and risk management across the entire Navy Recruiting Command’s organization in regards to Physical Training (PT).
  • Develop and continue to refine an enhanced curriculum based physical fitness program at NORU. 
  • Instruct, through practical training sessions and classroom instruction, in order to increase the level of understanding and physical fitness ability of student Navy Recruiters attending NORU. 
  • Develop, refine, and instruct Operational Risk Management as it pertains to the conduct of physical fitness training with Future Sailors.
  • Lead and perform Physical Training at NORU, as established under an enhanced physical fitness curriculum approved by NORU and the Commander Navy Recruiting Command, at least three times per week.
  • Coordinate and develop an enhanced, professional relationship with OPNAV 135 (Navy Fitness) in matters pertaining to echelon three command requirements in accordance with established guidelines set forth in OPNAVINST 6110.1 series (Physical Readiness Program).
  • Develop and maintain professional relationships with both military and select Navy approved civilian physical fitness SME’s. 
  • Attend select seminars, conferences, and training, on-line or in-person, pertaining to physical fitness, strength, and conditioning. 
  • Attend NRC approved conferences as required.
  • Maintain an exemplary level of fitness in order to model the points of performance for the exercises associated with the enhanced physical fitness program. 
  • Have and maintain a thorough knowledge of all Warrior Challenge Programs in regards to serving in these programs while on Active Duty and Recruiting to these highly selective and demanding programs. 
  • Provide Warrior Challenge Programs briefings to Student Recruiters and Recruiting Leaders attending NORU in order to reduce the frequent travel of NRC Warrior Challenge Program Managers to NORU.
  • Assist the NORU CFL in providing counseling and enhanced physical fitness information to NORU students who are determined “at risk” in regards to passing and maintaining Navy PFA/PRT standards. 
  • Conduct two (2) supervised PT sessions per week (after NORU working hours) with “at risk” (IRT physical fitness) NORU students.
  • Assist in preparing NORU student Recruiters for the stresses of recruiting duty, by increasing their fitness levels and enhancing coping methods. 
  • Provide adaptable, approved, and enhanced physical fitness routines for Recruiters who will not have daily access to Aerobic/Cardiovascular and Muscular Strength/Endurance equipment/facilities while assigned to various locations on recruiting duty.

For each National Recruiting District (NRD), the Mentor may live anywhere within the selected NRD, but will be responsible for travel to the location of the NRD headquarters. NRDs include: Atlanta, Chicago, Dallas, Denver, Houston, Jacksonville, Los Angeles, Miami, Michigan, Minneapolis, Nashville, New England, New Orleans, New York, Ohio, Philadelphia, Phoenix, Pittsburgh, Portland, Raleigh, Richmond, San Antonio, San Diego, San Francisco, Seattle, St. Louis, RTC, and CNRC. Must be prepared to travel to the GCC and NSWC in order to ensure all training standards are relevant and up to date.
