Lowell Public School District is Hiring a Title 1 Director Near Lowell, MA

Requirements:

  1. A Master’s or higher earned degree from an accredited college or university.
  2. Licensure in the Commonwealth of Massachusetts valid for service as a teacher.
  3. Licensure in the Commonwealth of Massachusetts valid for service as a Supervisor/Director or Assistant Principal/Principal.
  4. At least five (5) years in education, including successful teaching, and at least three (3) years of successful administrative experience preferred.
  5. Excellent interpersonal and organizational skills.
  6. Demonstrated ability to design, implement and support innovative educational programs to improve teaching and learning related to the Massachusetts Curriculum.
  7. Demonstrated knowledge of ESEA, Title 1 legislation.

Effective Date of Employment: As soon as possible after posting closes

Terms of Employment: as per LSAA contract

Salary: as per LSAA contract

Performance Responsibilities:

  1. Develops, implements, evaluates and manages all plans and policies relating to the Title 1 program.
  2. Understands and keeps informed on all aspects of the Title 1 regulations.
  3. Assumes overall responsibility for the preparation and submission of the grant applications and reports pertaining to the Title 1 and other grants.
  4. Assumes overall responsibility for the preparation, submission and management of various grant budgets and amendments.
  5. Assists in the development and implementation of other state and federal grants.
  6. Oversees and assists in the planning and development of the contracts for consultants and professional partners.
  7. Coordinates the activities of the various components of the title 1 program including instructional, parental involvement, support services, and professional development.
  8. Coordinates programs with district and school staff to meet the needs of a diverse population of learners.
  9. Assists in the planning and development of standards based instructional programs that foster school improvement and enhance student achievement.
  10. Works collaboratively with other program administrators and building administrators.
  11. Assist in the development, implementation and monitoring of the Title 1 School Improvement initiatives.
  12. Assists in the planning and coordination of initiatives that improve teaching and learning.
  13. Participate in the development, implementation and evaluation of district and school improvement plans and initiatives.
  14. Participate in local, state and national meetings to keep abreast of changes in education.
  15. Oversee the development and completion of the DESE Consolidated GEMS application process for the Title I, IIA, III, and IV grants through a collaborative process engaging all stake holders.
  16. Align the Title I, IIA, III, and IV grants with the District Strategic Plan Goals
  17. Oversee the implementation and monitoring of the Title I, IIA, III, and IV grants to ensure that programs operate in compliance with all terms and conditions of the grants and all federal regulations.
  18. Completion of the annual DESE Tittle I and IV grant reports and the six-year the Coordinated Program Review process.
  19. Ensure private school participation and implement targeted assistance programs to participating schools.
  20. Oversee the private school programs to ensure that programs operate in compliance with all terms and conditions of the grants and all federal regulations.
  21. Coordinate/collaborate with district curriculum support personnel and other pertinent administrators toward attaining objectives of the district and schools.
  22. Strengthen programs in all schools by providing supplemental academic and/or support services to low-achieving students.
  23. Provide evidence-based programs that enable participating students to achieve the learning standards of the state curriculum frameworks.
  24. Elevate the quality of instruction by providing identified staff with substantial opportunities for professional development.
  25. Involve parents/guardians of participating public and private school children as active partners in their children's education at school through open, meaningful communication, training, and, as appropriate, inclusion in decision-making processes.
  26. Participate in district and DESE professional development as necessary.
  27. Assist in the development and implementation of the District Strategic Plan and school improvement plans and initiatives.
  28. Keeps the Chief Academic Officer informed on issues, needs and operation of the Title I Program in all schools.
  29. In collaboration with the district's staff attorneys, oversee problem solving, conflict resolution and dispute resolution procedures including negotiation, mediation, and BSEA proceedings.
  30. Manage compliance with Title I standards for instructional paraprofessionals working in a program support with funds under Title I, Part A, including but not limited to facilitating ParaPro Assessments.
  31. Perform other responsibilities that may be assigned by the Chief Academic Officer and Superintendent of Schools
