Supervisor - Budget Rates & Analysis

JOB SUMMARY:
Responsible for assisting in the development of the budget process including the preparation, consolidation, and distribution of budgets and related financial reports; assist in the design and development of annual water rates as well as the cost of service studies for water rates, service fees and all cost allocations. Responsible for assisting the manager with providing timely and accurate financial and operating data and related analysis that will assist management and executive leadership in making informed decisions.
ESSENTIAL JOB FUNCTIONS:
Performs complex statistical, cost and corporate level financial analysis of financial reports and data and prepares subsequent narrative analysis for senior level management.
Advises and assists in the preparation of revenue and expense budgets; develops key aspects of the company's Operating and Maintenance Budget.
Develops forecast modeling that reflects planned corporate changes such as debt issuance and refinancing.
Along with Manager, assists with preparing ten-year financial plan for sources and uses of overall capital program and operating budget; models balance sheet and income statements based on multiple scenario variables.
Along with Manager, assists with designing and developing annual water rates and rate studies that involve acquisition of demand-based data to develop demand peak factors, and other cost of service studies for service fees and cost allocations.
Develops and oversees production of charts, graphs and other statistical presentations for monthly, quarterly and annual reports and publications for Executive Management and Shareholder.
Performs feasibility and cost/benefit analysis as requested for major corporate projects.
Perform other related duties as assigned.
WORKING CONDITIONS:
Generally works a 40-hour week in an office environment; work is mostly sedentary using a computer. Occasional travel between Louisville Water facilities required.
MINIMUM QUALIFICATIONS:
Bachelor's degree in Accounting, Finance, Business Administration or related field; and
Three (3) years of corporate level financial analysis or budgeting experience; and
Valid drivers license.
