Louisville Metro Government is Hiring a PROMOTIONAL - Telecom Manager Near Louisville, KY

Description

MUST BE A CURRENT, REGULAR EMPLOYEE OF EMA/METROSAFE.
The purpose of this position is to manage police, volunteer fire and emergency medical computer-aided dispatch, telecommunications and NCIC/LINK operations. Ensure compliance with federal, state and local laws and regulations.
This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties

ESSENTIAL FUNCTIONS:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Evaluates telecommunications and validation programs for compliance to regulations, and recommends modifications and improvements.
  • Documents and maintains the computer-aided dispatch and telecommunications systems.
  • Accesses and queries the computer-aided dispatch system to retrieve information.
  • Prepares correspondence and materials to respond to requests from the public, attorneys, and court personnel seeking information according to open records rules, regulations and court subpoenas.
  • Discusses problems, procedures and work assignments, and recommends solutions to problems.
  • Represents the department to other agencies to coordinate, discuss, develop and improve computer-aided dispatch, telecommunications and NCIC/LINK operations and techniques.
  • Assists in developing quality assurance measures and standard operating procedures.
  • Interprets, explains and enforces regulations, policies and procedures and renders decisions.
  • Maintains and archives records and files according to state regulations.
  • Testifies in court concerning dispatch and telecommunications records and procedures.
  • Schedules employee interviews, training, and annual recertifications.
  • Monitors and control expenditures, and assists with budget preparation.
  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • MUST BE A CURRENT, REGULAR EMPLOYEE OF EMA/METROSAFE.
  • Bachelor’s Degree in Computer Science, Police Administration, Public Health, Business or Public Administration or related discipline.
  • Four (4) years of law enforcement, fire, emergency medical, NCIC or LINK dispatch or telecommunications experience, including two (2) years of supervisory experience or an equivalent combination of education, training and experience.
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
UNAVOIDABLE HAZARDS (WORK ENVIRONMENT):
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
  • None.
SPECIAL CERTIFICATIONS AND LICENSES:
  • Must not have been convicted of a felony.
  • Misdemeanor convictions will be considered on an individual basis.
  • Must submit to a pre-employment drug screening.
  • Must submit to a pre-employment polygraph test.
  • Must submit to fingerprinting for criminal history check.
  • Must be on 24-hour call.
  • Must be certified as a Law Enforcement Telecommunicator and LINK/NCIC Basic operator (Full Access) in the state of Kentucky.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

Supplemental Information

MINIMUM SALARY: $24.62/hour
