Description

Summary Objective
The purpose of this position is to supervise personnel, payroll and employee relations functions for a department. Investigate and respond to employee complaints and grievances.
This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties

ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Assists in resolving problems, complaints and grievances.
  • Supervises the scheduling and interviewing of applicants seeking employment for vacancies, promotions or internal transfers; and schedules and tracks medical and drug screening examinations.
  • Coordinates employment history verification and requests and reviews the investigation of applicants' criminal record.
  • Directs the processing of personnel forms, correspondence, records or documents.
  • Participates in negotiating bargaining unit contracts, employee grievance appeals, mediation settlements, and disciplinary appeals.
  • Evaluates personnel procedures for effectiveness and recommends modifications and improvements.
  • Develops and implements programs, policies and procedures.
  • Prepares training modules and conducts employee training sessions.
  • Represents the department to governmental agencies, commissions, task forces, committees or boards to discuss, explain or coordinate personnel functions, policies or procedures.
  • Controls expenditures, assists in budget preparations, and approves payroll records.
  • Conducts research, collects and analyzes data, and prepares reports on personnel activities and operations.
  • Refers employees to employee assistance, social service, legal, medical, mental health and counseling providers.
  • Coordinates personnel and employee relations functions with commissions, boards and union representatives and their rules and regulations.
  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor’s Degree in Industrial Relations, Business or Public Administration or related discipline.
  • Three (3) years of industrial, employee or labor relations, or human resources generalist experience or an equivalent combination of education, training and experience.
PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
