Position: Sr. Manager of Social Services

Department: Senior Services

Reports to: Associate Director of Programs

Compensation: $84,347 Annually

Status: 100%, Full-Time, Regular, Exempt

Probation: 180 days

DEPARTMENT SUMMARY: The Senior Services department supports and enriches the lives of lesbian, gay, bisexual and transgender (LGBT) people 50 years and older, with an overarching goal of successful aging in place. In this effort, the department provides a broad array of social, educational and support services to LGBT seniors, all of which are free or low-cost. We have an expanding population of LGBT homeless population and are growing as a department to include on site affordable housing for LGBT seniors.

JOB SUMMARY: Reporting to Director of Housing and Training and as part of the Seniors Services management team, the Sr. Manager of Social Services will oversee the case management and social services needs of older adult participants within the Senior Services Department at all site locations. The ideal candidate possesses the capacity and skills to work with LGBT older adults addressing the unique needs of the population, fostering positive participant engagement while identifying and reworking systems to better support needs.

ESSENTIAL FUNCTIONS:

• Develop and implement case management services delivery across all senior services locations to ensure a seamless continuum-of-care at multiple sites.

• Develop systems to ensure continuous quality improvement including review a case notes; ensuring contract and department policies are met.

• Compile and distribute grant and department specific case management data at a minimum of twice per month.

• Ensure mandated reports regarding suicide, homicide, abuse and neglect are appropriately documented and reported.

• Develop and implement a survey tool to measure case management program impact.

• Monitor and ensure grant objectives are met and create course correction plans for any underperforming goals.

• Assist in grant proposals and complete grant related reports.

• Maintain resource lists of social services referrals; develop materials to improve client access to information and resources.

• Mentor staff in the development, execution, marketing and evaluation of support, psychoeducational and informational groups.

• Supervise the daily provision of social services at multiple locations, including: case management services, support groups and housing related services, walk-in services, and helpline response.

• Provide management presence at department locations and be available to respond to staff and participant concerns and emergency response.

• Flexibility and willingness to assist when needed in a variety of roles or tasks when needed without advance scheduling.

• Manage case management waitlist; assign to staff new cases and track case management client loads per staff person to ensure equity in case assignments.

• Create and regularly update department policy and procedure manual and referral manual.

• Engage social service agencies in providing monthly workshops on services and resources available.

• Address and document any participant related services concerns, grievances and complaints.

• Provide individual and group supervision to staff.

• Mentor, support and obtain regular staff feedback; develop opportunities for staff development and leadership skills.

• Promote sound clinical practice by maintaining department-wide compliance with applicable legal, ethical and behavioral health care standards.

• Regularly review and ensure compliance in data collection software by staff, volunteers and interns.

• Develop and facilitate quality improvement and training activities.

• Identify programmatic trends, conduct research, program development and planning to address program needs.

• Recruit, hire, train, and supervise case management and social service personnel staff, volunteers and interns.

• Collaborate with other Los Angeles LGBT Center departments to better meet client needs, mitigate, or remove barriers to services, and to advance outreach/program goals.

• Represent the department at meetings with key community partners; expand existing collaborations and identify new partnerships with community organizations.

• Participate in department, management team and organization-wide meetings.

• Provide and document direct client services including crisis intervention, de-escalation, assessment and referrals to individual participants and in groups as needed.

• Other duties as assigned.

JOB QUALIFICATIONS AND EXPERIENCE:

• Knowledge of or experience working with the LGBTQ community and familiarity with issues of particular relevance to LGBTQ people.

• A passion for the Center’s work and its mission to make the world a better place for LGBTQ people.

• Minimum 2 years of experience in providing clinical support to staff preferred, or a Masters Degree in Social Work.

• Minimum 2 years of supervisory experience.

• Strong and effective managerial and leadership skills.

• Knowledge of or experience working with HIV community members, substance use, homelessness and persistent mental illness.

• Demonstrated experience providing assessment, crisis intervention and de-escalation with complex populations.

• Experience maintaining confidential information, understanding of Health Insurance Portability and Accountability Act (HIPAA) requirements, and pass HIPAA certification training for HIPAA compliance (within 30 days).

• Within 30 days of hire, successful completion of ServSafe Food Protection Manager Certification.

• Demonstrated skills in facilitation and interpersonal skills, including being collaborative, highly organized and working successfully within a team.

• Knowledge of strengths-based, trauma informed models of service delivery.

• Able to work alternative work hours during evenings and weekends when scheduled.

• Access to reliable transportation and the ability to be insured.

• Bilingual skills, a plus (English/Russian, English/Spanish, American Sign Language preferred).

• Ability to work in a high-pressure environment with little or no supervision; ability to handle and prioritize multiple projects and ensure deadlines are met.

• Excellent verbal, written, human relations and communication skills; strong organizational skills; computer skills.

• Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, gender expression, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in a multicultural environment.
