Division OverviewThe Housing Operations Division (HOD) manages 3,229 public and affordable housing units located at 68 sites, serving more than 6,500 residents. HOD generates and utilizes the resources of the LACDA to provide quality affordable housing and expand opportunities to improve the quality of life in housing developments through the involvement of employees, residents, and community partners. HOD also implements and administers various funds for the improvement and modernization of the public housing developments and utilizes various grants to provide needs-based services to public housing residents, including at-risk youth and their families.
Position OverviewThe Service Plumber performs installs, maintains, and replaces plumbing equipment and fixtures. The Service Plumber must be available for maintenance and plumbing emergency requests, as well as weekend response.

Essential Job DutiesThe below statements are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
  • Performs plumbing installation, maintenance, and repair work
  • Lifts up to 50 pounds
  • Inspects sewer lines
  • Assess for leaks and stoppages
  • Conducts back-flow certifications, valve replacements, water heater change-outs, boiler repairs and drain cleaning.
  • Inspects and review the plumbing work of maintenance workers.
  • Conducts preventive maintenance on boiler systems.
  • Operates, maintain, and repair equipment.
  • Trains staff in plumbing techniques and use of equipment.
  • General residential building maintenance repair and vacant unit preparations
  • Perform other related duties as assigned
QualificationsAny combination of education and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the position.
  • High school graduation or equivalent required.
  • Five (5) years skilled experience in plumbing installation, maintenance, preventative maintenance, and repair.
Required Certification
  • Valid Plumbing License issued by the County of Los Angeles or other municipality

Conditions of Employment
  • Candidates that do not hold a Back-flow certification upon hiring must satisfactorily complete the Backflow certification within six (6) months of employment.
Knowledge of
  • Plumbing methods, materials, equipment such as snakes, jetters, cameras, and locators.
  • Safety regulations used in various skilled building maintenance trades
  • Basic carpentry skills
Ability to
  • Apply a range of plumbing skills in repairing and maintaining buildings systems and related structural facilities.
  • Train maintenance workers in proper plumbing techniques
  • Understand and carry out oral and written instructions directions.
  • Skilled in the use of hand and power tools- Operate hand and power tools
  • Perform arduous physical activities
  • Safely operate a variety of tools and power equipment
  • Lift and move objects weighing up to 50 pounds
  • Maintain cooperative working relationships with others
  • Travel to offsite locations within a reasonable timeframe
  • Service Plumber must be available for maintenance and plumbing emergency requests, as well as and weekend response

Screening and Selection Process

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.
Conditions of Employment
Candidates selected from the process will receive a conditional offer of employment contingent upon successful completion of satisfactory reference checks, a post-offer medical examination, and criminal background check. Background check information will be considered in determining the applicant's suitability for the position.
Candidates must possess a valid California Class C Driver's License, an acceptable driving record, and must comply with the LACDA's Motor Vehicle Safety Policy during employment.
Failure to meet these pre-employment requirements will be grounds for withdrawal of the conditional offer of employment.
Proof of authorization to work in the United States will be required at the time of hire.
Employment with the LACDA is at-will and may be terminated at any time with or without cause.
