Los Alamos National Laboratory is Hiring a Transition to Operations/Readiness Manager (Project-Program Director 5) Near Los Alamos, NM

What You Will Do
The Program Project Interface (PPI) Division is seeking outstanding candidates to join our multi-disciplinary team. PPI Division has the responsibility to represent the interests of the Program Owner and ensure the achievement of Associate Level Director for Weapons Production (ALDWP) program objectives through the success of capital and equipment projects by partnering with ALDWP program offices and the project execution stakeholders. The assignments of the Program Owner Representative and supporting team play vital roles in each of these projects. PPI represents ALDWP throughout the project lifecycle from project initiation to Transition to Operations (TTO) and serves as representative on project-specific Integrated Project Teams (IPTs) as appropriate to ensure successful execution and that all program requirements are met. PPI ensures the achievement of ALDWP program objectives for specific capital, Pu modernization, pit production, and program equipment projects, systems, and initiatives.

The Transition to Operations/Readiness (PPI-3) Program Office is responsible for ensuring a safe and complete turnover from the project to the operating organization. PPI-3 provides functional management during the transition to operations, readiness, and startup phases of projects to ensure the transition from project to operations. PPI-3 integrates with key stakeholders, customers, Safety Management Program owners, and LANL senior management across capital line items, equipment installation, and maintenance projects. The Program Office manages startup activities for these projects ranging from checklist assessments to Operational Readiness Reviews per DOE O 425.1D.

Project-Program Director 5 ($176,000 - $315,000)

The PPD-5 will be the Program Office Director for the Transition to Operations/Readiness (PPI-3) team. They will provide leadership and strategic planning for the PPI-3 project portfolio, ensuring that the transition to operations and readiness project scope is well-defined and that the program requirements are met within the cost and schedule constraints. As the PPI-3 Program Director, you will be responsible for managing the transition to operations/readiness staff, as well as the work scope, cost, and schedule for each of the projects within the PPI-3 portfolio. You will collaborate with key stakeholders, project management, programs, customers, Safety Management Programs, LANL senior management, and DOE customers in supporting these projects. You will apply your knowledge and experience in transition to operations, readiness, programmatic operations, and project management to serve as a senior technical subject matter expert within the group. The PPI-3 Program Office Director will be responsible for managing the readiness shared services work package.

What You Need
Minimum Job Requirements:

Knowledge and Skills: Demonstrated expertise working in nuclear facilities and the operating requirements, including safety, safeguards and security, radiation protection, waste management, criticality safety, safety basis, conduct of operations, and QA/QC. Demonstrated knowledge of the applications to projects or programs of the following: transition to operations, readiness, safety, safeguards and security, quality, environments, waste management, operations, and user requirements. Demonstrated experience working effectively and calmly under pressure of deadlines, changing priorities, taking initiative, and assuming responsibility to organize, prioritize, and follow multiple tasks to completion. Ability to develop and nurture effective internal (i.e., varying levels of management at LANL) and external customer relationships (i.e., DOE/NNSA stakeholders, Program Sponsors).

Transition to Operations: Demonstrated experience in ensuring a safe and complete turnover from a project to the operating organization and meeting all program requirements. Experience in managing new or changing activities, transition from construction to operations, implementing and verifying Conduct of Operations and Safety Management Programs, as well as startup execution.

Communication: Experience leading and communicating at high levels including NNSA and LANL Senior Leadership. Ability to maintain partnerships and strategic relationships with internal and external stakeholders and operating programmatic organizations. Knowledge and experience in implementing procedures, policies, guides, or other formal documents. Demonstrated experience and the ability to build and grow internal relationships and effectively team across multidiscipline organizations. Demonstrate experience interacting effectively with all levels of Laboratory personnel, federal management, and DOE sites.

Leadership: Ability to integrate with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality assurance, contractor assurance, and business imperatives. Excellent communication skills and experience supervising, mentoring, developing, and motivating a team of professionals.

Management: Experience providing direction to both direct and deployed staff in the planning, tracking, and execution of program plans. Ability to identify potential program and project risks; developing risk mitigation strategies and corrective actions; and recommending risk acceptance/avoidance for all aspects of the program. Experience managing and overseeing the planning, design, and construction of line-item projects at Los Alamos National Laboratory (LANL). Experience in workforce planning that includes managing headcount, forecasting and budget, employee hiring, performance management, recruitment, retention, mentorship of staff as well as potential growth opportunities and ensuring proper recognition and appreciation. Demonstrated experience in managing and leading sensitive ALDWP projects and facilities with multi-level security requirements.

Nuclear Experience: Demonstrated experience with nuclear facilities operations requirements, including safety, safeguards and security, radiation protection, waste management, criticality safety, conduct of operations, and Quality Assurance/Quality Control. Demonstrated experience in aspects of technical or operational work in a nuclear or radiological facility as well as experience with the design, installation, and startup of programmatic equipment and gloveboxes, including management assessment requirements.

Desired Qualifications:

Advanced Nuclear Experience: Hands-on experience working in high-hazard nuclear facilities, such as PF-4 or the Chemistry and Metallurgy Research (CMR) building or line management experience in high-hazard or nuclear facilities.

Clearance: Active Q-Clearance; participation in the Human Reliability Program (HRP) preferred.

Readiness: Experience with startup and readiness assessment processes to include, DOE Assessments and Management Self-Assessments (MSAs), including familiarity with DOE 0 425.1D, Verification of Readiness to Startup or Restart Nuclear Facilities.

Project/Program Management Experience: Applying expert knowledge of Project Controls (PC) experience to assist in the development of work scope, schedules, budgets, and funding for programmatic work, priorities, and performance milestones as well as expert knowledge of and experience in program development and strategic planning.

Leadership: Experience interfacing with program sponsors at the federal level (i.e., Washington, DC) and within local offices (i.e., local Federal Project Directors in NA-APM) and in-depth experience in developing and presenting formal project or program reviews to NNSA, DoD, or other external stakeholders. Demonstrated experience in developing and fostering successful cross-organizational teams to solve complex problems.

Education/Experience at Project-Program Director 5: Position requires a bachelor's degree from an accredited institution and 12 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
