Los Alamos National Laboratory is Hiring a Strategic Planning and Analysis Program Manager (Program Manager 3) Near Los Alamos, NM

What You Will Do
The Strategic Planning and Analysis office (SPA) in the Associate Laboratory Directorate for Weapons Production (ALDWP) at Los Alamos National Laboratory (LANL) provides data-based analysis, decision support, and strategic planning for a diverse portfolio of projects and decision makers in ALDWP.

As a Program Manager, you will support, lead, develop, and implement strategic planning activities for a variety of customers in the nuclear and non-nuclear production programs in support of key Laboratory missions. Strategy development, production mission maturation, workforce analysis and integration, infrastructure investment portfolio management, data collection and analytics, function and facility analysis, and documentation and communication are among the roles that this position will provide. Division-level coordination, development of strong working relationships, and integration of teams across organizational boundaries will be an important part of the job as you interface with both internal and external collaborators and customers. You will also provide direction and facilitate development of planning documents, recommendations, and resource and funding requirements based on a collaborative strategy informed by modeling, analysis, and risk assessment efforts with the SPA office.

What You Need
Minimum Job Requirements:

Program Management: Demonstrated expertise leading programs, including coordinating activities of other personnel, and exerting significant latitude in determining objectives and the methods/procedures needed to achieve deliverables. Demonstrated success in developing program activities, goals, and objectives. Advanced ability to integrate an understanding of a variety of factors, including Laboratory and regulatory requirements, to independently lead in driving the direction of the program. Demonstrated expertise in program, project, and change management principles. Demonstrated ability to manage multiple tasks, often with competing deadlines. Experience exercising a high degree of discretion, mature judgment, and tact in handling issues of a sensitive nature.

Leadership/Influence: Demonstrated experience managing change and the ability to influence management and stakeholders. Experience using sound and independent judgement in negotiating with program and line managers to ensure that resources are available to accomplish the work, and to marshal resources to complete project deliverables.

Collaboration: Experience effectively partnering with line and support organizations to coordinate and integrate teams in support of program needs. Demonstrated experience in developing and nurturing effective external and internal customer relationships. Outstanding interpersonal skills and the ability to build trust and gain consensus.

Documentation/Communication: Excellent verbal and written skills. Demonstrated expertise in collecting and analyzing data to prepare clear concise reports in support of briefings and reviews with senior management and external stakeholders.

Education/Experience: Bachelor's degree and 8 years of related experience; or equivalent combination of education and relevant experience.

Desired Qualifications:

Clearance: Active DOE Q Clearance

Staffing Experience: Experience as a manager or advisor in developing large, complex staffing plans.

Weapons Production/DOE/NNSA: Familiarity with the expanded weapons production missions, strategy, risks, milestones, and deliverables. Experience working with DOE/NNSA. Strong relationships with line and program managers throughout the Laboratory.

Education/Experience: Advanced degree and documented experience within or related to the program assignment. Certification or specialized training in relevant field(s) is desired (e.g., PMP, SHRM-CP / SHRM-SCP, PHR / SPHR, Prosci Change Management, etc.).

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
