If you have a passion for excellence, seek opportunities to engage in mission critical work, and consistently exceed expectations, apply now to join our professional family.POSITION DESCRIPTIONThe Project Manager will support Project Management processes for the CD-2/3 Budget Schedule.On any given day, you may be called on to:
  • Provide standard project management functions in accordance with DOE O413.3B requirements for capital asset projects greater than $100M. In particular, bring past project experience working with nuclear facilities, Defense Nuclear Facility Safety Board (DNFSB), and/or Nuclear Quality Assurance (NQA-1) requirements to bear in the work items below, in supporting the Mission Need Statement (MNS), Analysis of Alternatives (AoA) process, and CREST conceptual development.
  •  Work effectively and efficiently with the CREST IPT to obtain required Critical Decisions (CDs), including successfully navigating internal Sandia reviews and external reviews, such as Requirements Management Advisory Board (RMAB), Energy Systems Acquisition Advisory Board (ESAAB) and Independent Cost Estimate/Independent Project Reviews (ICE/IPR).
  • Work with the existing Sandia CREST IPT to define, develop, and formalize the required project management artifacts/documentation (e.g., Project Charter, Project Execution Plan, Roles and Responsibilities, Work Breakdown Structure (WBS), integrated master schedule, etc.) to appropriate degrees for the current project phase, leadership into the next, and successful delivery throughout. Develop a suggested prioritized list for discussion and decision prior to actual development of such artifacts.
  • Develop the CREST IPT as appropriate for each project phase. Organize the project team [e.g., project assurance lead, QA/Risk lead, engineering, environment, safety, and health (ES&H), security, and others.]
  •  Develop a CREST Integrated Master Schedule (IMS), reflecting the proposed WBS, acquisition strategy, and anticipated Earned Value Management System (EVMS) practices and reporting. Use Primavera P6 and Cobra for scheduling and financial management.
  • Provide knowledge and leadership in support of this Statement of Work to help the CREST Project Team and ACRR Subject Matter Experts (SMEs) plan and prepare for project deliverables in accordance with the CREST IMS.
  •  Establish and control (monitor, document, etc.) the technical scope, cost, and schedule baselines and report Project status to the DOE/NNSA, Sandia, and CREST Management per DOE 413.3 requirements. Comply with all policies and procedures to assure that cost, schedule, and performance requirements are achieved.
  • Provide for establishment of configuration control systems, safety systems, Quality Assessments / Quality Control (QA/QC) systems, etc. for the CREST Project that can transition to support the CREST operations and maintenance (facilities changes, retooling and capital equipment, ES&H documentation, design records, etc.) Create a Baseline Change Control (BCC) process to authorize and manage changes in scope, cost, and schedule at levels specified in the BCC process.
  •  Integrate management efforts across the various WBS elements.
EDUCATION REQUIREMENTS
  • BS/BA degree in project management or other related field.
MINIMUM QUALIFICATIONS
  • Requires a DOE Q security clearance.
  • Minimum of 10 years of directly applicable experience.
  • Project management experience in a DOE/DoD engineering/manufacturing or systems integration organization.
  • Ability to provide inputs on the development and implementation of project / program management.
  • Ability to participate in and coordinate project rescue efforts designed to extract maximum potential value from a project in its current state.
  • Ability to incorporate changes into scope, schedule, cost, earned value management, plans, and the project environment.
  • Experience with project management tools, such as Oracle Primavera, P6, Microsoft Project, Deltek Cobra & Acumen.
  • Ability to coordinate the review of project risk with management and provide status reporting.
  • Ability to be responsible for providing consistent technical and administrative direction to the Project Controls team members in performing activities with respect to project execution and planning.
  • Ability to support operations from acquisition of new work through project execution and closeout.
  • Ability to develop and implement baseline changes in accordance with NTESS approved change control processes.
  • Ability to be responsible to ensure that approved changes are incorporated and implemented.
  • Ability to work in a diverse work environment.
  • Satisfactory results of a pre-employment screening, which includes a background check and drug screening.
  • Ability to fulfill and promote L&A core values.
DESIRED QUALIFICATIONS
  • Previous experience on DOE sites and Nuclear programs.
  • Knowledge and experience in project administration and controls activities.
  • Excellent written and oral communication skills and strong interpersonal skills.
  • Ability to organize and perform under strict deadlines and changing priorities.
  • Excellent analytical, facilitation, and decision analysis skills.
  • Ability to provide guidance, direction, coordination, initiation of work, organization, and evaluation consistently in project execution and systems.
