Long Beach Transit is Hiring a Manager, Environmental, Health and Safety Near Long Beach, CA

Overview

Reporting to the Executive Director/VP of Organizational Development and Administration, the Environment, Health and Safety Manager provides a variety of progressively complex duties related to safety programs, employee safety, hazard mitigation, safety and environmental compliance, regulatory training, and program evaluation. Directs and oversees regulatory compliance programs in accordance with the Federal Transit Administration (FTA) and other oversight agencies.

Responsibilities

  • Manages and directs efforts associated with Long Beach Transit’s (LBT) System Safety Management System (SMS) while applying regulatory required processes defined by the FTA.
  • Develops and implements safety, health and environmental compliance programs for company-wide operations. Determines the applicable programs to be implemented and ensures programs are continuously updated according to current regulations.
  • Serves as LBT’s safety oversight representative and maintains necessary training and certification as such under the FTA.
  • Responds to and investigates complaints or incidents related to bus safety, fleet and systems safety, and environmental issues. Conducts, or causes to be conducted, analysis of the salient issues and provides recommended corrective actions that address the root cause of the incident.
  • Inspects and verifies agency compliance with safety, health and environmental policies and regulations; recommends and ensures refinements are implemented.
  • Reports accidents or incidents to governmental agencies in accordance with regulatory mandates; submits required reports, plans and submits documentation in a timely manner
  • Oversees LBT’s National Transit Database (NTD) reporting requirements.
  • Reviews, revises, and/or develops manuals, procedures, and other communications related to safety programs and policies in accordance with regulatory standards.
  • Other duties as assigned.

Qualifications

Knowledge of:

  • Industry safety practices and regulatory experience with the FTA, OSHA, fire codes, building codes, and NIOSH codes.
  • Newly proposed bus safety regulations under implementation by the FTA to include Moving Ahead for Progress (MAP21).
  • Risk assessment strategies.
  • Corrective and preventive action identification and implementation.
  • Health and safety products and hazard control/mitigation techniques.
  • Principles and methods of incident investigations, job hazard analyses, hazard mitigation.
  • Emergency response planning and responsibilities.
  • Computer applications proficiency utilizing desktop software (Office Suite) and database applications including Excel, PowerPoint, Word, and so forth.
  • Project Management techniques.
  • Principles and techniques of business communication, including written, verbal and training methods.
  • Effective presentation strategies.

Ability to:

  • Establish and maintain effective working relationships among all levels of the organization and function as in-house consultant on health, safety, and environmental matters.
  • Conduct effective training in safety and environmental topics.
  • Collaborate and work effectively with multiple departments and personnel, and to work as a team within own department.
  • Demonstrate advanced problem-solving skills.
  • Communicate effectively and clearly using both written and verbal communications with employees at all levels in the organization.
  • Prioritize workload and complete projects and assignments with accuracy and timeliness.
  • Organize, analyze, interpret, and clearly explain operation/technical information in simple terms.
  • Conduct all business in a professional, collaborative, and respectful manner with both internal and external customers and staff.

EDUCATION and/or EXPERIENCE:

  • Any combination of education or experience equivalent to a bachelor’s degree in Occupational Safety, Industrial Hygiene, or Environmental-related fields with a minimum of approximately five years related experience in safety and/or industrial/environmental background.
  • Prior experience in Safety Management Systems (SMS) or Environmental Sustainability and Management Systems (ESMS) design, oversight, worker training, risk assessment strategies, worksite evaluation, field auditing, preventive and corrective action identification, and hazard mitigation required.
  • Must have the ability to obtain a Class B license with passenger and airbrakes endorsement within a year of hire and have an excellent safe driving record.

Salary Range: $107,407- $144,999 per year (Depending on Qualifications)

Actual compensation packages consider a wide range of factors that are unique to each candidate, including but not limited to geographic location; skill sets; relevant education and certifications; depth of experience; performance; and other business and agency needs. At Long Beach Transit compensation decisions are dependent on the facts and circumstances of each role and it is not typical for an individual to be hired at or near the top of the salary range.
