Logistics Management Institute is Hiring a Financial Analyst Near Scott AFB, IL

We are seeking a financial analyst to support the Program Executive Office for Transportation (PEO-T) of a Department of Defense (DoD) joint command.

This position is at a government client site at Scott Air Force Base and requires an active Secret clearance. 

Responsibilities

This position is one member of a team consisting of a total of up to nine budget resource advisors, with the other team members being contractors and Federal Civil Servants. All work must be accomplished at the government client site during normal day-time business hours. Candidate must have a minimum Secret DoD security clearance.

This position supports a government agency’s CFO organization in a DoD joint command. Primarily provides daily support to the client’s staff of Resource Advisors, as well as being responsible to government team leads in preparing monthly budget execution reports and supporting annual (fiscal year) budget development and close-out processes. Activities may include (but are not limited to) :

  • Resolving issues with Defense Finance and Accounting Services (DFAS), the host-base Accounting Liaison Office, program managers, and other direct and indirect customers.
  • Supporting also includes gathering historical data for auditing purposes, reconciling the open document listing, and ensuring accounts are balanced and all Transportation Working Capital Fund (TWCF) operating funds are expensed and/or revenues are properly posted.
  • Utilizing client metrics to evaluate and present financial data to the organization’s senior leadership to effectively portray the financial health of the organization.
  • Utilizing automated management/financial information systems (e.g. Defense Enterprise Accounting and Management System (DEAMS), Electronic Document Access (EDA), etc.) in performing fact finding, analytical, budget, and advisory functions.
  • Actively participating in client discussions and meetings and may be tasked to produce white papers (thought papers), Standard Operating Procedures/Standard Repeatable Processes (SOPs/SRPs), briefings, project plans and schedules, and to plan and execute ad hoc financial studies.
  • Additionally may be required to act as a budget consultant on larger projects as directed by the client or Contract Prime’s Lead Manager by applying practical financial management/budget analysis expertise and experience.

Qualifications

The following qualifications are REQUIRED to be considered for this role:

  • Minimum Bachelor’s degree in business, finance, Accounting or a related field
  • Minimum three years’ experience in financial management/ budget analysis, working large complex software intensive cost estimates.
  • Demonstrated expertise in the use of the entire suite of Microsoft Office programs (SharePoint, Outlook, PowerPoint, Excel, Access, One Note, etc.)
  • Must demonstrate an ability to identify and address emerging client needs specific to improving budget development and management.
  • Ability to obtain Secret Clearance

The following experience/education/skills are PREFERRED to be considered for this role:

  • Relevant certifications and training in financial management and budget analysis, such as Defense Acquisition Workforce Improvement Act (DAWIA) Level I or above and/or Certified Defense Financial Manager (CDFM). 
  • Knowledge of financial procedures and trained in Defense Enterprise Accounting and Management System (DEAMS).
  • Additional certifications in Project Management, Lean Six Sigma and related process improvement are also beneficial. 
  • Experience using PowerApps, PowerAutomate, or PowerBi a plus. Ideally has experience in Federal Government budget processes and strategies.
