Overview

LMI is seeking a Procurement Specialist to support a DoD program for contract support activities. The Procurement Specialist serves as the Government's advisor and Subject Matter Expert for contracting activities and will directly support the Procuring Contracting Officer (PCO). Work location is remote.

Responsibilities
    Provide expert level support to the PCO team.
  • Lead and facilitate collaboration across functional areas to solve complex contracting problems to meet client requirements.
  • Responsible for developing materials in support of the contract strategy to include timelines and milestones for FAR based contracts.
  • Support contracts PCO in the development of evaluation criteria and support the source selection for products, systems, software, and service support contracts.
  • Develops, drafts and edits contract documentation to support the entire end-to-end contracting lifecycle from pre-award to contract close-out.
  • Responsible to track changes in DoD contracting regulations / instructions / policy and interpret the changes for the organizational tasks.
  • Support the development of contracting artifacts required to successfully procure the resulting program capabilities and services including:
    • Market Research Analysis
    • Source Selection Plans
    • Acquisition Plans
    • Independent Government Cost Estimates
    • Performance Work Statements/Statement of Objectives/Statement of Work
    • Request for Information/Request for Quote/Request for Proposal
Qualifications

Required Qualifications:

  • Values and provides excellent customer service
  • Must be able to obtain and maintain a Secret Security Clearance; active Secret clearance desired
  • Ability to participate effectively and build consensus across a cross-functional contracting team.
  • Bachelor's degree
  • 3 years' experience in defense acquisition and contracting. Must have a solid understanding of the contracting lifecycle, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and other acquisition regulations.
  • Experience with contract formation and management to support development of materials for Products, Systems, Software, and Service Support contracts.
  • Demonstrated knowledge of Government contract and subcontract management, specifically with Source Selection Evaluations under multiple contract types.
  • Previous experience providing acquisition support to an Army, Navy, or DoD Program Offices
  • Excellent computer applications skills, especially with MS Office products (e.g. Word, Excel, PowerPoint Outlook, Project) and SharePoint

Desired Qualifications:

  • 3 years of experience as a warranted contracting officer
  • Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition or Contracting certification.
