Right of Way Services Analyst

BASIC RESPONSIBILITIES

  • Provide real estate support for the LJA Right of Way section
  • Assist Right of Way section Vice President with analysis and monitoring of the section’s project and financial performance
  • Assist in developing and implementing metrics in the Right of Way section used for planning processes and process improvements
  • Negotiate property acquisitions for property rights needed on various projects
  • Comply with Federal, State and Local real estate laws
  • Assist with Contract, Work Authorization, and Proposal administration
  • Prepare Deeds, Easements, Options, Condemnation Packages, and Agreements
  • Attend project meetings, provide project updates, and document meeting minutes
  • Prepare acquisition cost estimates
  • Research land records and review title commitments
  • Assist with analysis of the overall real estate market and monitor industry trends
  • Administer and manage databases and other data-related information
  • Assist with Right of Way project property/asset management responsibilities
  • Contact landowners for rights of entry and other permission uses
  • Conduct fee and easement negotiations for right of way and real property acquisition projects
  • Report project ROW section information using spreadsheets and other reporting tools
  • Assist with project process tracking, data collection, and trend analysis, including preparing project dashboards, spreadsheets, and completion of various project forms
  • Assist with drafting and updating real estate processes and procedures
  • Assist with tasks associated with curative efforts to remedy title matters relating to real estate interests to be acquired, including coordinating documents needed for lien releases, consent agreements, and subordination agreements
  • Communication with others via meeting in person, via phone calls, emails, or written letters
  • Communicate by coordinating signatures (in-person or via DocuSign) and notary services in support of property acquisition and conveyance transactions

  • Ability to interpret and apply complex rules and regulations
  • Knowledge of Microsoft 365 SharePoint, Excel, Word, Access, Teams, and Outlook
  • Excellent written and verbal communication skills, including proper grammar and punctuation, as well as the ability to summarize conclusions and confidently present well-supported arguments
  • Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly
  • Ability to focus under pressure and comfortably meet tight deadlines with a high degree of accuracy and attention to detail
  • Excellent critical reasoning, quantitative, and analytical skills demonstrated by work experience and academic record
  • Ability to multitask and prioritize deadlines
  • Ability to handle and maintain sensitive and confidential material
  • Ability to maintain accurate and detailed records and records keeping systems
  • Ability to read, analyze, and interpret technical and legal documents, including survey notes and property descriptions
  • Ability to prepare reports, briefings, and presentations in a variety of formats (e.g. verbal, written, visual) 
  • Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others
  • Organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate and facilitate meetings, and make decisions
  • Ability to work under pressure, manage multiple concurrent and competing tasks and responsibilities, and adapt to changing priorities while maintaining personal effectiveness
  • Ability to work independently with minimal supervision and reliable professional judgment, as well as collaboratively with a team to achieve desired results
  • Ability to maintain a strong work ethic, positive problem-solving attitude, and enthusiasm for the work performed.
  • Ability to self-start and take initiative in completing daily tasks and special projects

  • Ability to establish and maintain partnerships with a variety of internal and external stakeholders

Required Education, Work Experience, and Licenses

  • Four-year degree (BA, BS, or comparable degree) in a related field
  • 15 years of experience in right-of-way, real estate, or land management
  • Texas Real Estate Commission Broker or Sales Agent License (in good standing)
  • A valid Texas driver’s license with a safe driving record
  • Resume required

Preferred Experience

Office management, sales, budget forecasting, and engineering-related experience
