Title: CEI Contract Support Specialist

Summary: Full-time position based in Florida (reporting office locations to be determined) for a candidate possessing a detailed understanding of the Florida Department of Transportation (FDOT) construction contract documents, and CEI consultant processes and procedures. Primary focus is management of FDOT and local government agency construction contracts for transportation projects, including but not limited to roadway, highway, bridges, and other structures. Projects may involve utilities, stormwater pollution prevention, temporary traffic control, lighting, signalization, drainage, asphalt and concrete pavement, ITS, earthwork, excavation, and other improvements.

General Responsibilities: This job description is intended to relay a general sense of the project responsibilities and expectations of the position and may not describe all tasks that may be assigned. Essential functions of the position may change.

  • Read and Interpret contract plans, specifications, shop drawings, permits and other contract documents.
  • Exercise initiative and independent judgement in evaluating and addressing issues.
  • Report and calculate pay quantities for preparation of monthly pay estimates and/or pay applications.
  • Prepare documentation required for Final Estimates as well as assisting the CEI Project Administrator in preparation and submittal of Work Orders/Supplemental Agreements, Project Status Reports, Change Orders, EEO/DBE/Certified Payroll compliance, documentation and resolution of failing tests for materials acceptance.
  • Review project activities with contractors and work to resolve disputes and other project issues; escalate issues to supervisor in a timely manner when needed to gain resolution.
  • Receive general instructions regarding assignments from the CEI Sr. Inspector, CEI Project Administrator and/or CEI Sr. Project Engineer.
  • Review/coordinate and provide input regarding RFIs and technical submittals.
  • Organize, communicate with, collaborate with, and provide input and direction to subordinates and other team members (LJA employees and subconsultant employees) based on understanding of the project and scope of services. Other team members include but are not limited to your supervisor, Sr. Project Engineers, Project Administrators, Sr. Inspectors, Inspectors, Contract Support Specialists, Resident Compliance Specialists, Engineers of Record/design engineers.
  • Assist in all phases of construction, and coordinate and collaborate with contractors and the Clients, and maintain document control for correspondence, RFIs, submittals, etc.
  • Assist in the review of plans and other construction documents, and in the preparation of written proposals and oral presentations.
  • Have extensive knowledge of FDOT Final Estimates requirements and stay current on latest requirements and updates in multiple FDOT Districts.
  • Perform assigned duties on multiple concurrent projects.

Required Education:

  • High school diploma.
  • CTQP Qualifications: Final Estimates Level 2 (required); QC Manager (required); Asphalt Level 2 (desired).

Required Experience:

  • Strong communication skills.
  • Ability to build strong relationships.
  • One (1) year of responsible and related experience involving construction of major road or bridge structures.
  • Valid Driver’s License and clean driving record.
  • Ability to perform mathematical calculations, and have a working knowledge of Word and Excel.
  • Knowledge of and interpretation of FDOT specifications and standards

Physical Requirements:

  • Driving to and from various meetings.
  • Intermittent standing, bending, sitting, walking.
  • Infrequent working near equipment and machinery, traversing uneven ground.
