JOB SUMMARY

Under the general direction of the Library Executive Director, the Capital Projects Manager works collaboratively with the Director of Facilities in the oversight and management of the Library’s capital improvement projects to prolong the life of the Library’s facilities, and to support all library divisions in providing better service to our patrons. This position is Live Oak Public Libraries’ liaison for the Library’s capital improvement projects in interactions within the Library, the public, and with other government agencies, City and County departments such as Chatham County Public Works. Focus of this position will initially be on four branch library projects including renovation of the historic Carnegie Library, and the development of constructing new facilities replacing the Oglethorpe Mall, Pooler and Rincon Libraries. This position will also include other enhancement and renewal projects throughout the library system, with overall Library capital improvement projects totaling $400,000 dollars annually. The employee is accountable for managing the budget for capital expenditure projects. This position manages construction and renovation projects and is responsible for administration of construction contracts. Work requires independent judgment to accomplish projects accurately, effectively and in a timely manner. Work is reviewed for results obtained and effective unit functions. May supervise and train Facilities staff.

ESSENTIAL JOB FUNCTIONS

  • Engages with County and City representatives on the design and construction of the Library’s capital improvement projects; Capital Planning Programming to report out on project status; and other City agencies as needed to help move projects forward and answer questions or provide information so they can complete their work.

  • Ensures that capital improvement projects are delivered on time, within scope, on budget, and in compliance with all current regulations, building and safety codes;

  • Interacts and collaborates with internal library staff engaged in capital improvement projects, including but not limited to: Executive Director; Deputy Director; Facilities Director; Director of Finance, Director of IT and Director Human Resources

  • Tracks, records, and reports on project progress, scope changes, change orders, and related;

  • Makes decisions about scope changes and change orders in collaboration with Facilities Director, Deputy Director and Director of Finance;

  • Makes presentations to key stakeholders, the Library Board of Trustees, County Commissioners or other City agencies, and representing the Library on task forces and working groups;

  • Evaluates procedures, identifies, and analyzes problems and issues and may implement and document new procedures, including improved historical project tracking;

  • Manages capital and small capital improvements, through working with other departments, contractors, and consultants;

  • Monitors the work of, and coaches subordinates to improve performance;

  • Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives;

  • Supports the Director of Finance and Facilities Director in providing recommendations and information to keep the Library’s Capital Expenditures Plan complete and up to date;

  • Coordinates budget preparation, monitors expenditures and financial reporting for capital; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures;

  • Participates in planning meetings with architects, engineers, subcontractors, and library staff to implement repairs, remodeling, and new construction of library facilities;

  • Provides, promotes, and trains on excellent communication and customer service throughout the facilities organization, and with all other Library divisions;

  • Attends staff and/or community meetings regarding projects as part of the Library’s administrative team. May interact with the public as a representative of the Library over a project’s lifecycle. Participates on various library committees as required;

  • Assists in developing and implementing operational policies to ensure the efficient operation of the Facilities Division/

  • Assists in planning, budgeting, and design of projects; prepares and assists with preparation of building programs, specifications, requests for proposals (RFPs), and other procurement documents.

  • Prepares RFP’s for contracts, negotiates contract terms, and works with architect and/or contractor to assure projects are completed on time and within budget; monitors performance of contractors to ensure contract compliance.

  • Serves as a liaison to the Chatham County Facilities, Public Works and Engineering Departments and to public agencies in Effingham and Liberty Counties, which provide facilities services to the library system.

  • Prepares periodic reports on activities in assigned areas; recommends policies and prepares procedures, using the current library systems Strategic Plan, develops long and short term goals for the facilities of the library system; assists in department budget development; monitors expenditure levels; coordinates activities with other internal and external library services and divisions; provides consultation services to other library managers; maintains cooperative working relationships with other agencies of City, County, and State.

  • Participates as a member of the Leadership Team; and attends meetings of the Regional Library Board, County Library Boards, and Regional Board Committee meetings as required by the Executive Director.

  • Performs other related duties as assigned.

Qualifications


QUALIFICATIONS

Education and Experience:

  • Possession of a baccalaureate degree from an accredited college or university;AND

  • Five (5) years of verifiable experience in managing or overseeing functions which includes construction management; project management; engineering, and/or renovation, renewal, and architecture design projects for multiple buildings or equivalent;AND

  • Valid GA Driver’s License and good driving record; must pass motor vehicle pre-employment investigation.

  • Ability to lift 50lbs on a repetitive basis, to climb ladders and work from heights.

Additional Qualifications:

  • Experience working in a library or educational environment preferred.

Licenses or Certifications:

Valid driver’s license and insurability required. Must pass a motor vehicle pre-employment investigation.

Knowledge, Skills and Abilities:

  • Knowledge of state building codes, construction materials and methods, energy efficiency principles.

  • Knowledge of the principles and practices of project design and management.

  • Ability to read and understand building plans and specifications.

  • Knowledge of contracting processes for procuring services and construction administration.

  • Ability to create and manage project schedules.

  • Knowledge of creating accurate spending profiles and managing budgets.

  • Extensive knowledge of supervisory principles and practices.

  • Knowledge of current principles and practices in the field of facilities management and OSHA rules and regulations.

  • Knowledge of the principles, practices and techniques of State, County and City governmental regulations and code. Ability to quickly become familiar with applicable procurement rules and regulations.

  • Ability to effectively manage and allocate available resources in a manner which both supports and accomplishes organizational objectives.

  • Proven ability to manage the RFP process for all contracts and projects.

  • Ability to operate a personal computer and must have a working knowledge of e-mail and word processing skills.

  • Ability to establish and maintain effective working relationships with co-workers, supervisors, contractors, other governmental agencies, and the general public.

  • Ability to communicate effectively, both orally (by telephone and in-person) and in writing using email and the facilities work order database.

  • Ability to guide, supervise, organize and evaluate the work of contracted staff and Facilities staff.

  • Ability to lift 75lbs on a repetitive basis, to climb ladders and work from heights.

  • Ability to operate a motor vehicle in a safe and efficient manner.
