Brief Job Summary

This position assists in managing the day-to-day operations of the county government.


Job Responsibilities

Supervises department heads/managers as assigned by the County Manager; completes performance evaluations; manages difficult or complex situations.
Assists the County Manager in the management of county government operations; assists with long-term planning, budget preparations, policy formation, etc.
Assists in the development of the annual budget; works with Finance Department in the review and assembly of the annual budget document; presents information to the Board of Commissioners.;
Works with subordinate department managers for budget readiness and makes recommendations to the County Manager on assigned department budgets.
Assists in the oversight of capital planning efforts; assists in monitoring capital and other major projects; manages project schedules, progress, and problem resolution at the direction of the County Manager.
Works in conjunction with the county Human Resources to review and evaluate staff development efforts and employee retention and recruitment strategies.
Carries out special projects at the direction of the County Manager.
Monitors and evaluates assigned programs.
Represents the County on various boards and committees.
Assists with resolutions and ordinances; develops memoranda of understanding and other agreements as necessary in conjunction with the County Attorney.
Conducts research, gathers, analyzes data, and prepares reports and presentations.
Represents the County Manager at board and committee meetings in his or her absence.
Participates in a variety of community, stakeholder, economic development, and other meetings and events.
Performs other related duties as assigned.


Minimum Qualifications

Requirements include a bachelor’s degree in business administration, public administration or similar, and at least five (5) years of progressively responsible experience in government management; or an equivalent combination of education and experience.
Master’s degree in business administration, public administration, or similar is preferred.
Must have local government management experience with preference to North Carolina.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in county government to direct and coordinate work in a dynamic and complex environment, usually interpreted to possess five to eight years of related management experience.
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

  • Considerable knowledge of the principles and practices of public administration.
    Knowledge of federal, state, and local laws and ordinances and regulation
    Considerable knowledge of county financial operations.
    Knowledge of the principles of public finance administration and the practices used in governmental accounting and revenue management.
    Knowledge of the functions, organization, and operations of all county departments.
    Knowledge of the county’s demographic and economic profile, including its industrial base.
    Knowledge of the principles and practices of effective public relations.
    Skill in the use of computers and job-related software programs.
    Skill in the supervision and management of personnel.
    Skill in maintaining effective working relationships with the public, employees, the news media, and elected and appointed officials.
    Excellent skill in oral and written communication.


    Work Environment/Physical Requirements

    The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
    The work is typically performed in an office and in the field.
