Program Compliance Manager 

Seattle, Washington

REPORTS TO: Director of Special Projects & Operations 

HOURS: Full-time, 40 hours per week, includes some weekends 

PAY RANGE: $65,500 - 75,000 annually, DOE

BENEFITS: Medical, dental, vision, retirement, life insurance, long term disability insurance and sick leave are available to employees. Employees accrue 116 hours of vacation during the first year and receive 11 paid holidays. (Prorated for part-time employees). 

POSITION TYPE: Exempt, management position 

The Low Income Housing Institute is seeking a highly organized and detail-oriented Program Compliance Manager to ensure that all programs are in compliance with standards, code, and policies. The ideal candidate will work closely with department staff, managers, and senior managers to receive, coordinate, handle and respond to grievances, issues, concerns, assist in research and reporting, and conduct site visits and inspections. This position will work within the Special Projects Department and the Tiny House Village and Shelter Program by providing professional-level administrative, operational, and policy services, and direct support to the Director of Special Projects & Operations. 

RESPONSIBILITIES: 

  • Work closely with department staff, managers, and senior managers to receive, coordinate, handle, and respond to grievances, issues, and concerns from clients, staff, and contracted staff that cannot be solved at the property level. 
  • Assist the director in developing and implementing goals, policies, and procedures for the Tiny House Village and Shelter Program. 
  • Conduct research and generate reports on program outcomes, data, and compliance with federal, state, and local regulations and policies. 
  • Conduct site visits and inspections to ensure that all program sites are in compliance with established standards, codes, and policies. 
  • Collaborate with site staff to ensure that issues and items from site inspections and visits are being addressed and resolved timely. 
  • Work collaboratively with staff at assigned properties to ensure administrative and operational procedures are well-managed. 
  • Manage, maintain, and ensure compliance with contracts, MOU's, and integrated service agreements with the Cities, Counties, and partnering agencies. 
  • Participate in resolution and problem-solving for clients, staff, and contracted staff that cannot be solved at the property level. 
  • Handle appeals to decisions, ensuring that all appeals and issues are being handled in a timely and professional manner. 
  • Seek out, identify and arrange appropriate and as-needed trainings for staff. Contribute to the development of communities that value diversity, equity, and inclusion. 
  • Participate in program decision-making discussions and provide input on program- related issues and concerns. 
  • Provide coverage and assistance to Senior Management team when needed. 
  • Report regularly to the Director of Special Projects & Operations. Perform other related duties as required. 

QUALIFICATIONS: 

  • Bachelor's degree in Business Administration, Property Management/ Human Services field or any equivalent combination of education and experience. 3-5 years of experience in program compliance, community development, or a related field. 
  • Knowledge of federal, state, and local regulations related to housing and homelessness. 
  • Ability to work independently, as well as part of a team, and to handle multiple tasks and priorities simultaneously. 
  • Excellent communication and interpersonal skills, including the ability to communicate effectively with people from diverse backgrounds. 
  • Strong organizational skills and attention to detail. 
  • Proficiency in Microsoft Office, particularly Word and Excel. 
  • Experience with data analysis and reporting. 
  • Strong self-initiative: ability to work independently with minimal supervision and willingness to seek out new training and knowledge when necessary. 
  • Ability to work in a fast-paced, independent, and autonomous work environment. Must be a self-starter, highly organized, able to prioritize, multi-task, meet deadlines, and follow-up. 
  • Must possess a strong sense of ethics, professional boundaries, and an inviting demeanor. Respect for homeless people, diplomacy/tact, and an optimistic approach are essential. The person in this position must be able to tolerate and welcome differences of opinion and have an appreciation for diversity. 
  • Must have exceptional problem-solving skills, be able to resolve conflicts, and ability to work effectively with difficult people. 
  • A valid driver's license and access to a vehicle are required. Must pass background checks and drug screening test.
