Pay Range: $29.69-35.00 per Hour

MAJOR DUTIES: The Mental Health Outpatient Program Supervisor works closely with the Mental Health Outpatient Program Director. Program Supervisors will work with the Mental Health Outpatient Program Director in the provision of clinical supervisory services to counselors. The Mental Health Outpatient Program Supervisor works in a supportive role with counselors.

  1. Participate in staff recruitment, interviewing, hiring, work assignments, and orientation and performance supervision according to work rules, regulations, and policies and collective bargaining agreements; develop and implement staff orientation and training in conjunction with the Mental Health Outpatient Program Director. 
  2. Schedule and facilitate supervision sessions;
  3. Review clinical charts for accuracy and completeness, noting WAC and Medicaid requirements;
  4. Coordinate and collaborate with the Mental Health Program Director on the progress of the training, professional development, and ability to deliver services as assigned;
  5. Assist the counselors with organizing all needs and supplies regarding the delivery of services; 
  6. Monitor all ethical and safety concerns and report them immediately;
  7. Develop and maintain updated and continuous Professional Development Plans with the counselors 
  8. Maintain full and open communication with the Mental Health Outpatient Program Director in promoting communication and information between the team members, and other agency staff in delivery of services;
  9. Ensure that continuous quality improvement addresses both client needs and compliance with WACs, RCWs, RSN, Medicaid, and Federal Regulations;
  10. Ensure compliance with all applicable Lifeline Connections policies and contracts;

EDUCATION, EXPERIENCE, AND KNOWLEDGE REQUIRED BY THE POSITION

  1. Master’s degree in a social service field required;
  2. Must qualify as a Mental Health Professional (MHP); 
  3. SUDP or SUDPT in the state of WA preferred; 
  4. Strong clinical skills and experience providing treatment to persons with severe and persistent mental illnesses and substance use disorders; 
  5. Supervisory and program management experience preferred;
  6. Demonstrated experience providing supervision and/or mentoring to subordinate staff or co-workers;
  7. Demonstrated experience at providing a safe and supportive environment for individuals early in recovery from alcohol and other drugs;
  8. Good verbal and written communication skills;
  9. Great attendance; and
  10. Ability to work well with others.

GUIDELINES:

The position requires that the incumbent maintain certification or qualification standards delineated in WAC 246-341, or its successor, and maintains licensure with the Department of Health. The incumbent relies on specialized training and/or equivalent experience in the field of behavioral health treatment, DBHR, WACs and RCWs of Washington, CARF standards and the performance standards developed for the position.

COMPLEXITY:

The incumbent provides program oversight and supervision to patients who differ widely in age and socioeconomic status and who may possess a variety of chronic and serious social, behavioral and psychological problems. Further, s/he provides supervision for behavioral health counselors, counselor interns, and students. Autonomy, clinical maturity, sound judgment, and creativity are required to help identify and monitor policies and treatment activities that will meet the complex needs of both patients and staff.

PERSONAL CONTACTS:

Contacts are with members of the treatment team, patients, significant others of the clients, Board of Directors, representatives of various community agencies specializing in the treatment of behavioral health and related community representatives including lawyers, probation officers, and other court officials. All personal contacts are carried out in accordance with federal and state laws dealing with the confidentiality of alcohol and drug abuse and mental health patient records.

PHYSICAL DEMANDS:

While performing the essential functions of the job, the employee is regularly required to sit, speak clearly, hear and use hands and fingers to manipulate writing utensils and keys on a keyboard. The employee is occasionally required to stand, walk, reach with hands or arms, stoop, kneel, crouch or lift and/or move maximum of 15 lbs. The employee may be regularly required to effectively operate an automobile.

 WORKING ENVIRONMENT:

Most working hours are spent indoors in offices or meeting rooms. Occasional supervision of outdoor activities, visits to community agencies, and participation in staff retreats and staff development activities may be required.
