Liberty-Eylau Independent School District is Hiring a Coordinator of Federal Programs Near Texarkana, TX

Primary Purpose:

Direct the district federal programs and accountability requirements. Collaborate with district staff and outside personnel to formulate, develop, implement, and evaluate federal programs and all accountability requirements.

Qualifications:

Education/Certification:

Bachelor’s degree

Master’s degree preferred

Special Knowledge/Skills:

Knowledge of federal and special program rules and regulations

Ability to interpret data

Strong organizational, communication, and interpersonal skills

Experience:

Experience in federal program management

Experience in grant composition

Major Responsibilities and Duties:

Program Management

  1. Evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district and make recommendations regarding participation.
  2. Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/state funding of programs including preparing and submitting standard applications for federal funds to Texas Education Agency (TEA).
  3. Serve as a liaison between school and other agencies on joint projects that are federally funded.
  4. Monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines and ensure that programs are cost effective and managed wisely.
  5. Advise superintendent or designated administrator of the financial and administrative impact on the district of current and impending legislation.
  6. Develop and implement a continuing evaluation of federal programs and implement changes based on the findings.
  7. Compile budget and cost estimates based on documented program needs.
  8. Monitor the district parent/community engagement program activities to ensure compliance with Title I, Part A, parent involvement guidelines.
  9. Ensure district wide compliance with all federal and state accountability requirements.
  10. Provide technical assistance to district and school administrators in the areas of federal and state accountability measures.
  11. Support the district and individual school efforts in the implementation of state and federal accountability requirements.
  12. Provide evaluative findings (including student achievement data) for the review of curriculum and instruction program effectiveness.
  13. Provide technical assistance to district and school administrators for all aspects of program monitoring and interventions related to federal accountability measures.

Staff Development

  1. Plan and provide staff development for teachers, administrators, and staff on requirements of the state and federal accountability programs.

Grant Preparation

  1. Write grant applications, cover correspondence, and other materials according to required format;
    grants include, but are not limited to: Title I, Part A (ESSA); Title II, Part A
    (TPTR); Assist with State Compensatory Education.
  2. Prioritize tasks and meet all deadlines for preparation and submission of grant applications and
    grant-related reports.
  3. Obtain information, data, and application forms necessary to fulfill grant requirements.
  4. Review the Federal Register, Texas Register, professional journals, and other publications for the
    announcement of grants and other funding sources and disseminate to administrative staff.
  5. Oversee the district parent liaison and parent involvement activities to ensure compliance with Title
    I, Part A, parent involvement guidelines.

Technical Support

  1. Review guidelines for eligibility requirements, disseminate information, and explain grant
    restrictions, regulations, priorities, and deadlines to administrators and staff.
  2. Assist with the evaluation and monitoring of grant-funded programs.
  3. Assist staff in maintaining data and writing periodic reports to comply with grant requirements.
  4. Maintain master files on grants.

Policy, Reports, and Law

  1. Compile, maintain, and file all reports, records, and other documents required, including mandatory financial reports to TEA.
  2. Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.

Other

  1. Disseminate information regarding current requirements of the state and federal accountability programs.
  2. Assist in communicating information to parents and community members about state and federal accountability. Use effective communication skills to present information accurately and clearly.
  3. Keep informed of and comply with federal, state, district, and school regulations and policies.
  4. Maintain confidentiality of information.
  5. Other duties as assigned.
