Leonard Rice Engineers is Hiring a Remote WATER PERMITTING PROJECT MANAGER

LRE Water is seeking a senior-level Environmental Scientist, Hydrologist, or Water Resources Engineer to provide expertise regarding the acquisition of environmental permits and the navigation of water quality regulations associated with complex water resource projects. The position will be responsible for working with the Environmental Management team to guide public and private entities through the environmental permitting process at the federal, state, and local regulatory levels, and to help prepare/assemble various documents. We are looking for somebody who enjoys working with others, developing and implementing complex water resource solutions, navigating environmental regulations, and building dynamic partnerships. LRE Water is open to hiring either full time or part time qualified candidates.

Responsibilities

  • Identify federal, state, and local permitting requirements for water resource projects in Colorado and other western states.
  • Provide regulatory and permitting expertise for water resource projects in Colorado and other Western states including identification of potential permitting risk factors.
  • Provide oversight on projects including liaison with regulatory agencies and working with other engineers/scientists in the collection and assessment of needed environmental data.
  • Advise or lead the preparation of various documents associated with permitting of water infrastructure projects, including reservoirs, pipelines, water and wastewater treatment facilities, river diversion structures, and well fields at the federal, state, and local levels.
  • Participate in Water Quality Control Commission (WQCC) Rulemaking Hearings and associated stakeholder workgroups on behalf of clients.
  • Provide mentorship and training to junior staff
  • Design, prepare scopes of work/work plans, and prepare cost estimates
  • Develop new client relationships and/or play an important role in developing existing key client relationships.
  • Oversee and manage a project team;
  • Coordinating with cross-discipline team members to ensure project requirements, deadlines, budget, and schedules are on track.
  • Submit project deliverables that adhere to quality standards.
  • Establish effective project communication plans and ensure their execution.
  • Other duties as assigned

Qualifications

  • Bachelor’s or higher level degree in hydrology, environmental science, engineering, ecology, geology, resource economics, or other related science field required
  • 10 years of water related permitting and/or regulatory experience required,
  • Experience working with the following agencies preferred:
  • National Environmental Policy Act (NEPA)
  • United States Army Corps of Engineers (USACE) permitting
  • Water Quality Control Division (WQCD) permitting
  • Water Quality Control Commission (WQCC)
  • 401 water quality certifications
  • Colorado Discharge Permit System (CDPS)
  • County 1041 permitting (Colorado)
  • United States Forest Service (USFS)
  • Strong project management background and proven track record of successful project delivery required
  • Experience with the successful development of new and existing clients required
  • Active presence in the Colorado water community required
  • A valid driver's license and good driving record is required
  • Previous consulting experience preferred
  • Master’s Degree preferred
  • Completion of wetland delineation training and/ or Wetland Delineation Certification preferred but not required
  • A Professional Engineer (PE), Professional Hydrogeology (PG), or Professional Hydrology (PH) certification or desire to obtain certification in Colorado is preferred but not required

  • Understands and appropriately applies procedures, requirements, regulations, and policies; maintains credibility with others on specialty matters; and uses appropriate procedures, or systems in the operational and/or staff environment as the position requires.

Total Compensation:

The starting salary range for this position is $105,000 - $125,000 Annually depending upon years of experience and education. Candidates with more than 15 years of experience would be eligible for a higher range of $115,000-$150,000 Annually. Pay is negotiable for a higher level of experience. LRE Water reserves the right to pay more or less than the posted salary range depending on experience. LRE Water also distributes bonuses and 401(k) contributions based on annual company profitability. Employer paid benefits increase total compensation by approximately 20%. Additionally, LRE Water supports training and professional development activities for all staff and offers discretionary bonus opportunities as recognition for performance, earning a professional credential, speaking engagements or publication. Flexible/Hybrid Work Options:

LRE Water offers a hybrid work environment that promotes flexibility for our employees and encourages work/life balance. This role will be based out of the Denver, Colorado office with the flexibility to work remotely. A qualified applicant who prefers to work entirely remote is acceptable, but they must live in Colorado in an area that is commutable to either our Denver or Glenwood Springs office at times. Field work may be required and may include travel, long field days, weekend work, and night work that will occasionally result in weeks with more than 40-hours of work. Mileage, expenses, and/or per diem paid for work travel.
