Leidos is seeking a Senior Project Manager--Scheduler to join our DES (Defense Enclave Services) team supporting DISA at Fort Meade, MD on a hybrid (onsite/remote) basis. The candidate will be responsible for all aspects of creating a maintaining an Integrated Master Schedule (IMS) across all task order projects for agencies migrating to DoDNet; populating, creating, and enhancing schedule health performance reporting across briefings, dashboards, and other reporting mechanisms; driving schedule standardization and accountability across all task order projects; and providing support to the Program Manager and other project managers as required. The Senior Project Manager must have high-level MS Project skills and significant project management experience.

Defense Enclave Services (DES): Leidos is partnering with the Defense Information Systems Agency (DISA) to deliver a single digital enterprise that establishes a modern infrastructure foundation and unified architecture needed to deliver cohesive combat support capabilities to the warfighter. See:

PRIMARY RESPONSIBILITIES:
  • Assist, mentor, lead a team of schedulers supporting all program customer onboarding activity.
  • Assist Program Manager with designing and deploying performance reporting.
  • Define and execute objectives tied to schedule management, scheduler performance, and reporting metrics and enhancements.
  • Oversee and manage schedule reporting mechanisms and processes
  • Work with dashboard resources to propose, develop, and enhance timeline reporting and visibility into program and project schedule performance.
  • Augment project teams with scheduling expertise to ensure schedules are standardized and accurate.
  • Run schedule reviews to help project managers be responsible and accountable for staying on schedule and properly reporting issues or concerns in a timely manner to program and customer leadership.
  • Provide support to the task order program manager and project managers in addressing surges in workload and/or adhoc taskings.
  • Responsible for applying scheduling theory to develop and maintain the Integrated Master Schedule (IMS) and related artifacts in compliance with scheduling best practices and applicable standards.
  • Implement program scheduling business rhythms, developing baseline schedules and associated artifacts to meet contractual/project requirements, and monitoring, analyzing, and reporting performance against baseline schedules to ensure that contractual, cost and schedule.
  • Strong communications skills with the ability to work with the functional areas to identify and maintain all schedule tasks and dependencies.
  • In conjunction with the Project Manager, and with input from the cross-functional team, generate, publish and maintain an accurate a Master Schedule, using MS Project, showing the tasks and resources required to deliver on-time, per customer requirements and milestones.
  • Work closely with PMO, development, operations, and other project teams to develop detailed schedules, keep these schedules current and seamlessly integrated into the Master Schedule.
  • Provide hands-on development of layered schedules detailing how a specific project is progressing including how the project contributes to overarching program requirements and objectives.
  • Develop resource loaded and level project schedules using the performance work statement (PWS), technical proposal, WBS, and oral directions from senior project managers and technical leads.
  • Develop and maintain linkages, dependencies, and inter-dependencies with related projects.
  • Ensure internal and external dependencies are documented and tracked for risk management.
  • Identify major milestones, decision points, project life cycle and other project events.
  • Identify critical path and task dependencies.
  • Set and maintain the baseline schedule and track all changes to the baselined schedule on a weekly basis.
  • Perform 'what if' scenarios within the schedule.
  • Develop schedule version control processes, policies, and procedures and ensure they are followed during the development and maintenance of schedules.
  • Perform schedule estimating through elicitation of team members and other stakeholders to capture estimations of new work, updated actuals and remaining work.
  • Champion and support continuous Risk Mitigation and Issue Management through schedule analysis.
  • Generate schedule reports based on planned vs actual work.
BASIC QUALIFICATIONS:
  • BA degree and 15 years of prior relevant experience or Masters with 13 years of prior relevant experience.
  • Must have an active DoD Secret clearance.
  • MS Project and/or other schedule management tools (e.g., MS Project Server/Deltek Open Plan)
  • Scheduling theory and related best-practices (e.g., PASEG)
  • Integrated Master Schedule (IMS) architecture (e.g., WBS or IMP based)
  • Understanding of Critical Path
  • Resource loading/management
  • Schedule StatForecast Management/Business Rhythms
  • Baseline Change Control
  • Schedule metrics reporting
  • Ability to work independently with overall responsibility for the Master Schedule
  • Proven ability to work well within a team/collaborative environment.
  • Experience developing and instituting standard processes and procedures based on industry best practices and lessons learned.
  • Highly developed and seasoned interpersonal skills.
PREFERRED QUALIFICATIONS
  • Project Management Professional (PMP) Certification.
  • Scheduling Professional (PMI-SP) Certification.

Pay Range: Pay Range $122,850.00 - $222,075.00
