Leidos is seekinga Project Execution Scientist to join our teamin Pittsburgh, PA or Albany, OR, supporting the National Energy Technology Laboratory (NETL).

NETL is a multi-disciplinary, scientific, and technical-oriented national laboratory and the U.S. Department of Energy's primary lab supporting fossil fuel-based energy research. This work will involve a multi-disciplinary, scientific, and technically-oriented national laboratory team, participation alongside other data scientists, engineers, geologists, and computer scientists that produces technological solutions for America's energy challenges. From developing creative innovations and efficient energy systems, to advancing technologies that produce, transport, and utilize hydrogen and other fuels, NETL research is providing breakthroughs and discoveries that support home-grown energy initiatives, stimulate a growing economy, and improve the health, safety, and security of all Americans. Highly skilled professionals at NETL's three research sites - , Oregon; , West Virginia, and , Pennsylvania - conduct a broad range of research activities that support DOE's mission to advance the national, economic, and energy security of the United States.

The objective of the Project Execution Scientist is to provide technical management support to assist NETL Subject Matter Experts in their execution of duties associated with Integrated Project Teams (IPT) pursuing execution of research conducted in support of multiple Inflation Reduction Act (IRA) projects. The Project Execution Scientist will need to understand the research being conducted in the various laboratories, procedures to be utilized in the laboratories, and research equipment needs necessary for the conducting of research functions.The Project Execution Scientist providing this support will also have the project management skills necessary for the administrative and technical functions listed below.

Location: 100% onsite at the NETL campus in Pittsburgh, PA or Albany, OR

Travel: Paid travel between Pittsburgh, PA and Albany OR sites expected approximately 1 work week/month (around 7-10 months a year)

Primary Responsibilities Include:

  • Support document drafting, sharing, organizing, and archiving to support RIC SME engagement on the IPT. Documents will include:
    • Technical specifications and requirements
    • Safety program documents (plot plans, process flow diagrams, hazard charts, process and instrumentation diagrams, and others)
    • Acquisition related items including vendor quotes, sole source justifications, acquisition requirements, and others
    • Other documentation required by the IPT to fully execute its functions
  • As requested by the SME/IPT, draft laboratory specific procedures and other documentation for research operations and safety analyses. Coordinate with the the Quality and Safety support staff to ensure the level of detail is sufficient to expedite the changes at minimal cost to the project. SOPs are to conform with high quality standards for operational efficiency and to the SOP Template maintained by LOC.
  • Assisting the SME/IPT and researchers in the identification of performance requirements for new equipment and actively assisting the IPT in submitting the procurement request.
  • Reviewing project descriptions and inputs required for the design process and make appropriate recommendations to the IPT for consideration.
  • Working with the Safety Support Personnel in the development of the NEPA, ISO and Pollution Prevention and Waste Minimization forms and any other environmental components of the SARS package.
  • Continuously maintaining the project SARS file for the project facility.
  • Attending the initial and annual permit assessments to assist with answering questions regarding project operations.
  • Providing support to the IPT and researchers in drafting work orders designed to achieve the project milestones and objectives.
  • Work closely with SOS, ESH personnel and researchers to ensure timely completion of work orders designed to achieve the project milestones and objectives.
  • Providing recommendations on new equipment needs to the SME/IPT and researchers for refresh or capability expansion.
  • Provide support for the installation of new equipment as the POC for offsite technical support as well as for onsite SOS and ESH technical questions. Coordinate staff training, if needed, with offsite technical staff from the vendor.
  • Provide support for initial trouble shooting of malfunctioning equipment and coordinate appropriate resources to attempt to resolve issues in a timely manner.
  • Identify opportunities for improvement and bring to the attention of the IPT for consideration.
  • Prepare and maintain a document/file of lab instrumentation with service contracts, including service contract end date, for use by the SME/IPT. If requested by SME/IPT, coordinate service for equipment. If instrumentation has service contracts identify the contract POP dates.

Required Education, Experience & Other:

  • Bachelor's Degree in a STEM field with 5 years of prior relevant experience or a Master's Degree in a STEM field with 2 years of prior relevant experience.
  • Must be able to meet the requirements for gaining access to work on the NETL campus.
  • U.S. Citizen
  • Professional communication skills, both verbal and written, to obtain or provide information.
  • Strong organization skills and the ability to effectively use applicable tools and techniques to communicate with various audiences.
  • Advanced proficiency in Microsoft TEAMS, Microsoft Word, Excel, PowerPoint, Outlook, SharePoint, and Adobe Acrobat

Preferred Qualifications:

  • Experience working in a structured laboratory environment and familiarization with the specific safety procedures and processes that must be followed.
  • Experience handling a variety of chemicals.

Salary Range for this position: $85K to $95K

Pay Range:Pay Range $81,250.00 - $146,875.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
