Description

MAJOR RESPONSIBILITIES

  • Operate airport authority communication systems including: public address system, multi-line telephone system, two-way radio system, in-house courtesy and emergency telephones. Monitors electronic access system, and alarm monitoring systems to detect security breaches, fire and burglar alarms, and/or serious malfunctions.
  • Prepare and maintain documentation to record details and activities and incidents.
  • Monitor Notices to Airmen (NOTAMs) and Field Condition Reports.
  • Monitor closed circuit television (CCTV) and perform video surveillance. Report any security and safety concerns.
  • Maintain situational awareness of other incidents or events which may potentially impact airport operations, including traffic, weather, emergencies, or planned events.
  • Facilitate communication between the FAA Tower, Public Safety Answering Points (PSAPs), and airport police and fire units during emergencies. Answer and prioritize responses to airport & aircraft emergencies. Monitor counties and regional frequencies and broadcast information relevant to LNAA police/fire.
  • Manage the integrity of the Airport security access points, through routine verification and documentation of door alarms, perform ID Badge deactivations, provide badge/key control for elevator/escalator & advertising service technicians, release and/or time open secure doors for passenger boarding and other operational matters and monitor, review & authorize access to secured areas to maintain compliance with the Airport Security Plan (ASP), 49 CFR Part 1542 and 14 CFR Part 139.
  • Perform duties in compliance with policies and procedures, and participate in Quality Assurance and Quality Improvement program.
  • Continually monitor and evaluate the effectiveness of existing policies and procedures and recommend improvements to department management.
  • Conduct emergency and safety training through classroom training, and emergency drills and tabletop, functional and full scale emergency exercises.
  • Serve as liaison to internal departments and outside agencies to ensure effective communications and use of facilities and services. Maintain working relationships with users and tenants and ensure customers receive a high level of service. Establish and maintain good working relationships with air carrier employees and agents.
  • Provide customer assistance in absence of badging personnel for mandatory SIDA / driver training after normal business hours.
  • Act as after-hours point of contact for tenants, vendors, deliveries, etc.
  • Receive, process, and manage lost and found property.
  • Assist customers with paging (PA system) services, flight information and related services. Answer terminal courtesy telephone system for customer assistance & information.
  • May represent the Department in a variety of projects, programs and activities with air carriers, terminal tenants, consultants, maintenance staff, guards, inspectors, and representatives from other agencies; assists department management with the development and administration of the annual operating budget.
  • May be assigned additional duties by management.

Qualifications


MINIMUM QUALIFICATIONS

  • Education: High School Diploma/GED combined with a minimum three years experience (within the last five years) in an emergency communications center performing call taking and dispatch for law enforcement, fire, or emergency medical services, as well as familiarity with emergency management and the incident command system preferred; or an equivalent combination of training and experience operating multi-line telephone systems, two-way radio systesm, electronic office equipment and computers as well as knowledge in the use of computer aided dispatch or task-specific date entry software, spreadsheets, word processors and databases.
  • Skills/Abilities: Must possess excellent communication skills, both written and verbal. Must have an energetic and enthusiastic personality, be upbeat and highly motivated. A professional demeanor and appearance is required. Candidate must be responsible, dependable, trustworthy and consistent while following procedures. Must enjoy interacting with people and have excellent phone rapport and aptitude for customer service. Must be intuitive with a strong work ethic and have a proactive approach to serving others. Must be able to work in a fast-paced, unpredictable environment while being motivated, punctual, hardworking and dependable. Must be honest and possess a positive, cooperative attitude and represent the organization, both internally and externally, through dedication to the mission, vision, values, goals and objectives of the Authority. Must instill teamwork and loyalty by maintaining harmonious working relationships, while championing the mission of the Authority through example and accountability. Must have the ability to interact well with the general public and all airport stakeholders. Must project a positive outlook of the Authority and its operation at all times.
  • Must have strong organizational skills, be detail oriented, and able to adapt to changing priorities. Must be available to meet the needs of operating in a 24x7 environment with availability for nights, weekends, and holidays, and be able to report to work during times of inclement/adverse weather conditions .
  • Must have competence with computers, faxes, email, phone system and the Internet and be able to troubleshoot and/or repair minor system breakdowns. Must have strong computer skills in Microsoft Word, Excel, PowerPoint and other programs and be able to accurately keyboard at 40 wpm.
  • Certifications/Training and Licenses: Must obtain/maintain a valid driver's license, pass random drug screenings, pass background investigation (criminal and prior employment), and pass Security Identification Display Area training. Must maintain and protect confidential, Sensitive Security Information & safeguard information from disclosure.
  • Must successfully earn certification for the following training within three (3) months of employment:
    • APCO Public Safety Telecommunicator I (current edition)
    • FEMA ICS-100 Introduction to Incident Command System (ICS)
    • FEMA ICS-700 National Incident Management System (NIMS), An Introduction
  • Must actively participate in continuing education and meet necessary requirements to maintain valid certifications for all required training.
  • Must successfully complete six (6) month probationary period during which ongoing evaluation of training and performance is conducted.

PHYSICAL REQUIREMENTS / WORKING CONDITIONS & ENVIRONMENT

  • Work is performed indoors, generally in an office environment with standard office equipment available. Work is typically sedentary in nature, but requires sitting, standing, walking and occasional bending, kneeling and lifting (overhead, waist level) from floor. Must be able to move legs, arms, wrists and fingers. Must be able to descend to and ascend from a kneeling or crouched position. Must be able to lift 30 lbs. The working environment is generally favorable. Lighting and temperature are adequate and there are generally no hazardous or unpleasant conditions caused by noise, dust, fumes, etc.
  • Must have sufficient visual acuity particularly near vision, with or without corrective lenses to identify text and colors required for reading and computer use. Visual acuity includes close and peripheral, and change of focus necessary to read small print. Must be able to fluently read, write and speak English. Must have sufficient auditory ability, with or without audio logical devices, to decipher telephone communications, interact with the public and others, decipher radio communications, hear alarms and other warning signals.
