Pay Range
$353,730 - $456,492 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a Program Director (PD) of the Weapons Infrastructure (WI) program. You will have overall responsibility for the management and direction of the WI program and be a key member of the Strategic Deterrence (SD) Senior Leadership team. You will work closely with SD and LLNL leadership on all aspects of leading and managing the Program to deliver weapons infrastructure projects and accomplish SD programmatic deliverables. You will interact with SD program personnel, high-level internal managers, partner laboratories, NNSA/DOE, external sponsors, partners & vendors, Laboratory support organizations, and LLNL senior managers. This position is in the Strategic Deterrence Principal Directorate.
In this role you will:
Plan and deliver SD Special Facilities and Equipment (SFE) comprising of approximately $100M per year.
Lead SD infrastructure capital planning and prioritization process interfacing with the SD Senior Leadership Team.
Develop and execute infrastructure plans supporting priority and direction of weapons program and laboratory infrastructure and contribute to translation of plans into data packages to support NNSA Budget Request (PBR) process and decision-making.
Serve as the W87-1 Mod and W80-4 LEP Infrastructure Lead.
Provide direction to SD’s integrated project teams (IPT) for execution of weapons program infrastructure portfolio.
Oversee Nuclear Weapon Enterprise Modeling efforts.
Partner with the LLNL Relationship Manager for the CBI program.
Represent SD and Laboratory in development of SSMP.
Collaborate with Director of Laboratory Infrastructure and Institutional Infrastructure Leadership team in efficient and disciplined delivery.
Develop and implement plans to promote culture, diversity, equity, and inclusion.
Perform other duties as assigned.
Qualifications
This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
Bachelor’s degree in a science, engineering or other technical area or the equivalent combination of education and related experience.
Extensive experience and comprehensive knowledge of managerial and financial practices and the ability to effectively balance complex technical and budgetary priorities to achieve desired results.
Extensive knowledge in nuclear weapons programs and infrastructure capabilities and knowledge of project management systems and methodologies.
Extensive experience directing technical managers in the expansion and application of research and operations and in the design, development and implementation of innovative concepts and promotion of new ideas.
Advanced speaking, presentation, and writing skills necessary to explain, present, direct, negotiate, influence, and coordinate technical activities.
Demonstrated ability to work in interdisciplinary teams or experience as a Product Realization Team leader.
Extensive experience building positive working relationships with a broad cross-section of management, technical and administrative personnel including ability to influence policy and change at senior executive management levels.
Experience in developing applications and associated databases, and experience in the use of modeling and simulation tools to support decision-making.
Demonstrated experience implementing plans that promote and value diversity, equity, and inclusion principles in the workplace.
Desired Qualifications
Advanced degree in a scientific or engineering discipline, or equivalent combination of demonstrated knowledge and related experience.
Expert knowledge of real property asset management principles.
Working knowledge of federal acquisition regulations and relevant elements of the cost accounting guide as they relate to infrastructure delivery.
Extensive experience working with Headquarter offices and Federal processes.
Knowledge and experience working with NSE sites.
Experience with 413.3(b) projects.
