Pay Range
$247,800.00 - $318,216.00 Annually for the SEL.5 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a LivIT Systems Networks & Technologies Deputy Program Leader (DPL). You will be responsible for architecting and setting technical direction across the Systems Networks & Technologies (SNT) Program area, and for collaborating with the LivIT Program to support the delivery of infrastructure and technical services that exceed customer expectations and promote the core strategies of the Livermore Information Technology (LivIT) Program. You will also serve as a primary interface for our programmatic customers to help facilitate the evolution of their technical service needs. This position is funded at the 100% level by the LivIT program. This position is in the Enterprise Infrastructure Services (EIS) Division within the Computing Principal Directorate and in support of the LivIT SNT Program Area.
In this role you will
  • Provide programmatic leadership and technical direction for an organization comprised of approximately 115 employees, including 9 associate program leaders.
  • Co-manage an annual budget of approximately $25M and oversee a complex set of enterprise infrastructure services.
  • Provide strategic direction, vision, architectural oversight, and technical leadership to the SNT Program Area consistent with the LivIT Strategic Plan and other Office of the Chief Information Officer (OCIO) initiatives to provide a robust technical service offering necessary for the support of the LLNL mission.
  • Champion and lead LivIT initiatives, Integrated Project Teams (IPTs), and Integrated Service Teams (ISTs) to enable cross program area development, implementation and support of applications and technical services.
  • Foster the collaborative development of technical service roadmaps and associated IT project execution strategies by working with senior programmatic leadership across the LivIT and mission program areas where appropriate.
  • In collaboration with program management and development managers, set priorities to ensure technical service selection and implementation to support current and future Laboratory needs.
  • Provide technical leadership and direction across the cloud, network, communications, database, mid-tier, systems administration, and data center management engineering teams based upon existing and emerging industry best practices.
  • Collaborate with Laboratory organizations to prioritize business needs and improve service delivery, as well as serve as a focal point for gathering customer requirements.
  • Perform other duties as assigned.
Qualifications
  • Ability to obtain and maintain a US DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in Computer Science, Engineering, Mathematics, or related field, or equivalent combination of significant demonstrated knowledge and experience.
  • Substantial technical leadership and team building skills across teams within a large, multi-disciplined technical services organization.
  • Expert problem solving, analytical, technical, organizational, and leadership skills necessary to independently advise, recommend, and approve appropriate actions and implement solutions.
  • Extensive experience researching and leveraging industry best business practices, holding individuals accountable, cultivating innovation and risk-taking, as well as a commitment to constructive change and improvement with a successful record of accomplishments.
  • Significant experience architecting enterprise service solutions to support application and technical service delivery.
  • Expertise in network, systems, data center, database, mid-tier, or cloud services architecture, design, enterprise implementation, operational support practices, or in-depth technical triage and diagnostic procedures.
  • Expertise in AWS architecture, CI/CD environments and pipelines, and AWS best practices.
  • Successful demonstration of expert-level leadership and planning skills necessary for on-time and on-budget delivery of technical service implementation.
  • Expert written and verbal communication skills necessary to effectively collaborate, negotiate, explain, and present ideas, and advise senior management, staff, and customers, including preparing and presenting IT governance proposals.
Qualifications We Desire
  • Significant experience working within an organization managed by the NNSA or DOE agencies and their mandated processes, procedures, and cyber security policies.
  • In-depth knowledge of the OCIO LivIT program and the LivIT SNT program area.
  • Master's degree in Computer Science, Engineering, Mathematics, or related field.
