Pay Range

$129,030 - $160,188 Annual (C01.4)
$154,830 - $192,252 Annual (C01.5)

Job Description

We have an opening for a Financial Analyst .4/.5 to work in a dynamic and fast-paced environment. You will direct and perform budgetary analyses and financial management duties, provide advice on complex financial and business issues and have responsibility as the subject matter expert for the complex suite of PlanIT Institutional Planning tools. This position is in the Budget Operations Division of the Office of the Chief Financial Officer (OCFO) Organization.

In this role you will

  • Serve as the Subject Matter Expert for PlanIT, the Institutional planning system for all funds, costs, and FTEs across the Laboratory.
  • Perform testing and root cause analysis to ensure data integrity and optimize usability of planning and reporting systems. Develop work scope and work with LivIT and outside consultants to oversee planning system enhancements.
  • Develop reports, provide training and skill development for other analysts, and perform business admin tasks for the PlanIT system.
  • Formulate, communicate, and implement decisions within scope of designated authority and provide extensive and complex financial and business process consultation and improvement expertise.
  • Gather, consult, and analyze diverse and highly complex information on funding, costing, and workforce issues; research variances to plans and allocations; implement corrective actions as appropriate and perform highly complex research and analysis.
  • Establish and develop key institutional metrics, business indicators and other financial data and partner with appropriate analysts to ensure accurate and timely reporting of cost and collections forecasts.
  • Represent and lead department and/or directorate on working groups/committees and lead key efforts/projects to develop unique solutions to problems of unusual complexity.
  • Foster effective relationships with customers, colleagues, and programmatic and financial managers throughout the Laboratory, LLNS, NNSA, LFO and DOE Headquarters.
  • Perform other duties as assigned.
Qualifications
  • Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in business administration, Accounting, Finance, Economics, or related field or equivalent combination of related experience, education, and training in the finance/accounting field.
  • Expert level experience compiling and analyzing highly complex financial data and information, extensive expertise in problem solving, and advanced analytical skills to independently solve highly complex issues of a diverse nature.
  • Advanced experience in computer and software application skills, maintaining financial spreadsheets and databases. Advanced expertise with tools relating to institutional planning and FTE forecasting.
  • Extensive experience and demonstrated advanced skills in the development and maintenance of financial databases and spreadsheets containing advanced functions including commercial and/or institutional financial tools.
  • Extensive experience applying advanced analytical skills to research, interpret, analyze, compile, and present financial data and information. Demonstrated knowledge of and experience performing financial functions, including the use of Generally Accepted Accounting Principles (GAAP).
  • Extensive experience performing self-assessments and representing the organization in audits.
  • Complete knowledge and significant experience performing and directing financial findings, working with diverse funding sources including direct and indirect.
  • Excellent interpersonal communication skills in both verbal and written forms necessary to tactfully establish and maintain effective work relationships. Provide advanced customer service to a wide variety of high-level personnel, internal and external to the Laboratory.
  • Experience in delivering financial briefings, documentation, reports and financial advice to senior Laboratory personnel and other external organizations and agencies.
  • Significant experience using interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders; demonstrated ability to establish and maintain effective working relationships with all levels of personnel, both internal and external to the Laboratory.
  • Ability to be innovative, assess situations, and make prudent decisions having a high consequence of error.

In addition, at the C01.5 level will

  • Expert in developing highly complex financial spreadsheets and databases and working with advanced SQL in coordination with Laboratory IT programmers.
  • Advanced organizational skills working with financial professionals across the department to resolve issues across a diverse set of financial planning tools.
  • Outstanding communication skills both verbal and written. Ability to deliver highly complex financial briefings and provide expert financial advice to OCFO Senior Management.

Qualifications We Desire

  • Master degree in Business Administration, Accounting, Finance, or related field or equivalent combination of related experience, education, and training in the finance/accounting field & may be a CPA.
