We have an opening for an Alternate Special Security Officer to provide complex and dynamic security support to Strategic Intelligence Partnership Program (SIPP) and activities within the Field Intelligence Element (FIE) tailored to SIPP customer requirements and missions. The SIPP is a unique institutional support division that requires a variety of security requirements to be upheld with little to no margin for error under the most stringent security regulations. This position supports the Special Security Officer (SSO) in the Field Intelligence Element (FIE) within the Global Security (GS) Principal Directorate.

**Job Description**

* Provide complex and dynamic professional security support and oversight of Sensitive Compartmented Information Facilities (SCIFs) and related FIE programs working with the SSO.

* Function as a physical security specialist inside the FIE, update and/or develop documentation, policies and procedures to ensure evolving security customer requirements are met for the Compartmented Area, and other required areas of the facility. Create and negotiate Construction Security Plans with DOE IN-23.

* Act as LLNLs primary Control Officer and professionally represent LLNL to multiple OGA agencies.

* Prepare and review security plans and lead or conduct inspections, audits, self-assessments, and other work activities related to physical and personnel security for SCIFs, FIE members, and SCI holders. Maintain compliance records and/or corrective action plans.

* Serve as a knowledge leader and expert resource to employees, provide program personnel with training on diverse security & administrative requirements from various sponsor agencies & DOE.

* Assess, analyze, apply and implement security related policies, procedures, methods, operational requirements, practices, and deliverables in compliance with LLNL, DOE Office of Intelligence and Counterintelligence, DoD, and Intelligence Community Directives (ICDs), orders and requirements which can vary from program to program, to facilitate SIPP work onsite.

* Participate in investigations or inquiries of security incidents and issues.

* Develop solutions to complex security-related problems and issues; research, recommend and implement alternatives.

* Perform other duties as assigned.

**Qualifications**

* This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire and must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.

* Bachelors degree in Security Management or related field or equivalent combination of education and/or training in a security discipline(s) and significant related security experience performing work independently.

* In-Depth knowledge and understanding of DOE/NNSA and/or DOD Special Access Program (SAP) guidelines and requirements.

* Advanced experience in providing contractor program security officer (CPSO) and/or Facility Security Officer (FSO) support to IC and other government agencies.

* Ability to provide program personnel with training on diverse security & administrative requirements from various sponsor agencies & DOE.

* Experience reviewing, evaluating, and assisting with the development of implementation plans for DOE and/or ICD physical security orders, manuals and other directives relating to physical security.

* Demonstrated working knowledge of orders and regulations related to SCI facilities and SCI control systems.

* Experience developing and writing clear and concise assessments, corrective action plans, policies, procedures, investigative narratives, formal reports and other correspondence.

* Significant experience administering and implementing complex security requirements in physical, technical, information, personnel, or cyber security; including analyzing and interpreting policies, or directives, writing and reviewing security plans, and identifying and conducting assessments, audits, and inspections.

* Fundamental written and verbal communication skills and experience delivering presentations and preparing written reports.

* Ability to function as a Document Custodian and maintain accountable document inventories.

* Broad knowledge of and experience with general security principles and discipline (Personnel Security, Physical Security, Information Security etc.); in-depth knowledge of and experience with regulatory requirements/guidelines and compliance issues related to DOE & other OGAs.

* Ability to successfully pass initial and periodic full-scope polygraph tests for specific programmatic security duties

**Qualifications We Desire**

* Advanced knowledge of DOE Orders governing a variety of safeguards and security disciplines and LLNL security policies and procedures.

* Working knowledge of and experience applying LLNL, DOE, and IC practices/policies and security requirements in a classified environment.

* Demonstrated working knowledge and understanding of the IC requirements for the protection of IC sources and methods.

* Highly organized and has the ability to handle multi-tasking multiple programs and consistently meet deadlines.
