LAREDO TECHNICAL SERVICES, INC. (LTSi) is a government contracting company in San Antonio, Texas. LTSi is currently submitting a proposal on a contract with the Department of Veterans Affairs (VA) for 1 (one) individual that would be interested in a position as a Pharmacist Lead at one of the locations listed below; should LTSi win the contract.

You would be a W-2 employee for LTSi and NOT a VA employee.

Position Description

Title: Pharmacist Lead Meds by Mail (MbM) GA (Key Personnel) 1 FTE

Location: 5171 Sam Jared Road, Murfreesboro, TN 37128

3209 Elam Farms Parkway Murfreesboro, TN 37127

A slow transition of workload is expected from the Sam Jared location to the Elam Farms location during the Period of Performance. This timeline of the transition will be dependent upon the timeline of the equipment upgrades currently being performed at the Elam Farms facility. Staffing will be provided at both locations, however, shall adapt to change in staffing demands throughout the decommissioning of the Sam Jared location.

Job Summary: Meds by Mail (MbM): Meds by Mail is the overall pharmacy program; Virtual Pharmacy Service (VPS) is a program within MbM. MbM supports other programs including, but not be limited to, Indian Health Services (IHS), Veterans Choice, and other VHA-Integrated Veterans Care (IVC) or pharmacy benefits management (PBM) sponsored programs. Meds by Mail applies approved management protocols to review and process external prescriptions that may, at times, necessitate interactions with physician offices, patients and/or their family or representative. MbM consists of three physical sites: Dublin, GA, Cheyenne, WY, Murfreesboro, TN. There are also various virtual (home office) locations, depending on the type of job tasks performed. MbM processed 3.6 million prescriptions (paper and e-scripts) for Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) in FY21. Prescriptions sent to MbM originate from non-VA providers located in all 50 states plus all US Territories and US Possessions. MbM expects a 3-5% yearly increase in prescription volume over the next five years. MbMs Virtual Pharmacy Service (VPS) provides prescription verification assistance to the Department of Veterans Affairs Medical Center (VAMC) Pharmacies of the United States and territories at a per prescription cost recovery. By the end of FY 2021, MbM serviced 32 VAMCs verifying 4.9 million prescriptions. MbM anticipates substantial growth in the VPS program over the next 5 years. MbM forecasts up to 50 VAMCs will participate in the VPS to varying degrees.

The following are average weekly production rates for key work areas:

Murfreesboro MbM Virtual Pharmacy Services: 88,600 prescriptions processed for VA medical centers.

Normal Hours of Operation/Scheduling (Hours are in local time zones):

Murfreesboro, TN: 8(eight) hour shifts from 7:00 AM through 7:30 PM Monday through Friday local time; OR

Murfreesboro, TN: 8 (eight) hour shifts from 6:30 AM through 6:00 PM Monday through Friday local time.

Future operational hours may change, increase, or decrease, to include expansion to evening, weekend, or split shifts, based on workload demand or operational contingencies to include, but not be limited to, inclement weather, equipment failures, local, state, or Federal emergencies, workload transfers, and staffing shortages.

Overtime may be required throughout the life of the contract, but is NOT guaranteed.

Personnel Qualifications and Duties:

Pharmacist Leads position requires at a minimum:

Demonstrated experience in administrative/records management to assist with maintaining required records on staff background investigations, training and reporting.

Demonstrated managerial experience with good inter-personal skills to effectively interact with peers, and the ability to direct work assignment for other contracted staff.

A valid and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or the District of Columbia. Pharmacists must be a graduate of an Accreditation Council on Pharmaceutical Education (ACPE) accredited school or university.

Proven knowledge, skills, and abilities associated with professional pharmacy practice;

Effective interpersonal communication skills with coworkers and staff;

Cell phone or other electronic devices shall not interfere, distract, disrupt the contractor or others in the performance of their tasks.

Basic typing skills, PC computer skills, working knowledge of MS Office;

Shall read, understand, speak, and write English fluently under the authority of U.S.C.

402(d) and 7407(d);

Capable of obtaining VetPro certification, which is a credentialing system that is required of all VHA licensed, registered and certified health care providers; Pharmacists who are licensed but have been subjected to disciplinary action of any type by their licensing authority within the preceding five years must be referred to MbM management before proceeding with the hiring action.

Must be licensed for controlled substances.

Able to sit/stand for long periods of time (8-10 hours) and being able to lift totes weighing up to 30 pounds repetitively.

Responsible for day-to-day coordination of contract pharmacist staff activities.

Orient new contract technicians and assist with the evaluating performance.

Review all medication orders for appropriateness; compliance or potential abuse; patients allergy and adverse drug event history; drug-drug and drug-disease state interactions; drug selection; dosage; route of administration, frequency, patient instructions for use, therapeutic duplication and quantity and days supply, number of refills, contraindications based on age all prior to prescription verification.

Ensure all medication orders are entered and verified in the electronic patient medical record (VistA, Cerner, or designated system of record) and corresponding imaging software (DAPER) or VA e-Rx software according to established policies and procedures.

When appropriate, contact provider to resolve any medication-related issues and document recommendations and interventions in the designated system of record (e.g., Computerized Patient Record System (CPRS);

Process prescriptions in assigned VAMC Pharmacy (VistA or Cerner) system remote pending file sites when scheduled;

Process medications that are returned to MbM facilities, in accordance with MbM policy;

Performs Pharmacist of the Day functions to handle escalated patient calls and requests from call center and technician staff;

Report medication errors and quality issues in alignment with MbM Quality and safety reporting program;

Shall provide counseling and teaching patients and significant family members/caregivers regarding drug therapy and serve as a drug information source for patients and healthcare professionals, providing timely responses to requests.

Assist in scheduling, timecard corrections, answering questions from contract staff;

Maintain records on background investigations, training on contract staff, reports.

Responsible for day-to-day administration and coordination of contract pharmacist staff activities with other production areas

Performs various tasks involved with human resource management. Assists with training and education of personnel and ongoing evaluation of performance.

Initiates corrective actions necessary for any conduct violation and monitors excessive tardiness or sick leave for contract personnel;

Plans and publishes contract schedules in a timely manner, ensuring adequate staffing for the accomplishment of the MbM mission and makes recommendations on allocation of resources to increase efficiency;

Monitors work output of contract personnel and reports any issues to MbM COR;

Enforces appropriate training and/or disciplinary action for contract personnel involving medication errors (quality) in a timely manner, or below average production (quantity);

Ensures mandatory training is completed timely by contract staff;

Resolves problems and complaints of contract staff. Reporting on-site as needed determined by either the Government or Contractor.

Contractor Personnel Security Requirements

All Contractor employees who require access to the Department of Veterans Affairs computer systems must be the subject of a background investigation. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform the work for VA under this contract.

Background Investigation The level of background investigation commensurate with the required level of access is National Agency Check with Written Inquiries.

Must be a U.S. citizen, or must be otherwise lawfully admitted to, and working in the United States, and are able to read, understand, speak, and write English fluently.

Must receive a favorable determination by the government to be considered for employment under this contract. If favorable determination is not granted, employee will be withdrawn from consideration of employment.

Background Information

Each contractor employee that has access to VA facilities or systems must complete a Special Agreement Check (SAC) Worksheet and deliver to the VA office responsible for fingerprinting and processing the Contractor employee(s). The Contracting Officers Representative (COR) will provide instructions to the contractor regarding the local procedures for fingerprinting and obtaining a Security Badge or PIV card.

After completion of the fingerprint check, the Contracting Officer (KO) will notify the contractor company, in writing, if any Contractor employee is determined to be unsuitable to be given access to a government facility or VA system. If so notified, the contractor company must not allow such employees to perform work on this contract.

Security Badge or PIV Cards

VA will issue a Security Badge or PIV Card to each contractor employee who is to be given routine, unescorted access to VA facilities or access to VA systems and does not already possess a Security Badge or PIV Card. VA will not issue the Security Badge or PIV Card until the contractor employee has successfully cleared the FBI National Criminal History Fingerprint Check.

Security Badge or PIV Cards must identify individuals as contractor employees. Contractor employees must always display their Security Badge or PIV Cards on their persons while working in a VA facility and must present their cards for inspection upon request by VA officials or VA security personnel.

In the performance of this contract, contract employees must be neat, clean, well groomed, and must otherwise exercise good personal hygiene, in accordance with the supported CMOP policies. Attire must not interfere with the tasks associated with the job or pose a safety hazard to employee. Appropriate attire must be worn at all times. The Contractor must be responsible for assuring that contract staff adheres to CMOP dress code to include the wearing of apparel identifying them as an LTSi Contractor employee.

Personal Protective Equipment

The CMOP will provide disposable personal protective equipment (PPE) as required by OSHA for specific job functions as well as training on wear and use. Items provided must be worn by contract personnel to maintain OSHA standards and compliance. Steel toe safety shoes may be required in some facilities for some functions and will be the responsibility of the contractor. Steel toe caps and slip-on protective footwear will be made available by CMOP. Steel toe caps and/or slip-on protective footwear are not considered disposable. Contract personnel will be required to turn in damaged or worn-out protective footwear in exchange for new replacements.
